Original problem
Ordered the envy as a first diagnostic to figure out shape and what to look for. Straps cut in at tail of Spence
Wires seem a bit wider than I need.
Not sure if I need a narrower gore? It looks ok but starts to feel tender on my flesh after wearing for a while.

helpfulFirst off, and it is a bit hard to see with only the side angle, but the band on this bra looks rather tight! That alongside your comfortable ribcage being 39 and the bra stretching to 38 makes me think you might do better in a 40G, at least in this bra (check around for measurements though, some bras have tighter bands than others). Some of the problems you're experiencing might be exacerbated by the band being too tight.
Other than that, I think you've got it about right with the breast shapes you listed. You do look full on bottom, maybe with short roots as well, although you might have more average-to-narrow roots. I'd say you're right to look for lower-cut, narrower bras. If someone closer to your size range could chime in, that'd be lovely, but from what I've heard around the block, I think you might do well with Elomi bras. Good luck!

Agree with all of this, Panache does have designs that will fit a shallower upper breast but their wires are quite rigid so this will exacerbate any comfort issues and can make it hard to figure out how far you are from optimal sizing, so other brands are probably better for someone who is new to (re)fitting themselves comfortably.
To assess band size I strongly suggest LOOSENING* the straps on this bra as far as you can without actually causing them to fall off. Then readjust where the band sits all round your torso while checking your profile view in the mirror -- make sure it's actually horizontal or at least that the back is not riding higher than the front. If it feels much better that way, and the gore no longer digs in, you may be ok with 38 in at least some brands.
*Many people are accustomed to overtightening their straps for support from years of wearing bras that aren't sized right for their bodies, so when they try a smaller band than before, habitually overtightening the straps will haul the back of the band up much higher than it belongs--reducing stability, putting most of the bust weight on the straps and allowing the front to ride down and cause discomfort.
