I have yet another question. My tight ribcage measurement is 28, comfortable 29 and loose 30. Right now I wear 30 bands which feel tight but I can pull a good couple inches of band off my back. Is that normal? I'm afraid that if I go down to a 28 band they'll be far too tight.

the way i judge if a band is right or not is i inhale a super deep breath and then stand straight and pull the band out, and if it's less than 2", to me that's perfect fit. :)
Just because you can pull the band away from your body doesn't mean it's too big. You don't want to wear your bra with the elastic stretched to maximum capacity (think if you stretched a rubber band out all the way). They'll wear out faster, plus it will likely not be as comfortable. You need a little "give" so you can move, bend, twist, BREATHE, etc.
How your bra FEELS TO YOU is the most important. If a 30 band already feels tight, then I wouldn't try to size down to a 28. If you don't have much fat/squish around your ribcage, you might find bands closer to your loose measurement more comfortable, whereas some people with more fat/squish like a tighter band to get more support. Don't try to put yourself in the absolute smallest band you possibly can; that's not the goal here. Go with what gives you support AND is comfortable.
Some people's preferences are also based on skin sensitivity, breast weight, ribcage shape, and a whole other host of factors. Also, each brand/style can vary, so you might find some bra bands feel looser/tighter than others. I have a couple different band sizes (and cup sizes) in my collection because some models run differently than others. That's totally normal.
