It definitely looks like there's wires sitting on breast tissue in the top picture. It seems like just because people know how to make bras doesn't mean that they know how to make pattern alterations appropriate for their shape/size or have an awareness of good fit criterion. I mean, how many commercial bra patterns do we see which advocate unnecessary +4?
The advice on working with cut & sew foam looks useful though. I don't think that it would be a practical material for my size, but if I ever managed to get someone who was happy to buy the materials and let me use them as a guinea pig, I'd be keen to try out making lightly padded bras. I think having the foam reiniforcement lets you pick a fabric based mainly on aesthetics, which could be fun!
