Finally got a tape measure. Had my husband help me measure my underbust. I had him do a very tight measurement - 29 inches. So... is this why all my 32 band bras, after wearing them once or twice, need to be put on the middle hook??? Should I be going down to 30 bands?

If you try 30 bands it might work.
I think this might be the problem. This will now size me out of Cleo. I do need my bras to last longer, however. Bought a 32J Cleo Maya and right away could put it on the tightest hook. But it was only $18 from amazon so not really worth the cost of sending back!
