is this really that bad for church?

I don't think so - I only think it would if it's too tight. The way it skims off the models body instead of hugging it makes it more appropriate. Otherwise, depends on the church. I think the sleeves are fine. They're thick and not tiny spaghetti straps. But some people would still opt for wearing a cardigan or something to cover their shoulders.
It all depends on the church. My fiancé is part of an Apostolic church (I tag along sometimes). The women there are very very conservative. Dresses below the knee or longer and no bare shoulders, no cleavage and they wear simple veils to cover their head. Maybe check with the church to see what they consider appropriate. :)
