so my mother-in-law who lives 2,200 miles away wants to get fitted, but she only has a jcpenney in her town.
how are the fitters there? do they add +4?

Honestly, in a small town, i wouldnt even be sure they have one. I've never heard anyone mentioning going to penny's to get fitted.
One of my friends used to work at one. They did not do fittings. Also the selection is quite limited. Closer to what you will find at Target than a Macy's or Nordstroms.
