Physical stores with small band sizes?
Or, bralettes (s,m,l sizes) that work for tiny banded individuals who are a C-DD?
My sister want me to take her (again) and younger sister bra shopping when they visit, 1st one is/was 32C in July (using over under method) probably actually needed D as many C’s tried where to small, but limited availability in area we where…made worse by avoidance of all things underwire.) those are to small now, should be easy enough, willing to consider wires now, plus will order online if needed.
NOW for the younger, according to limited measurements gathered by 1st sister she is a 28C, Due to inaccuracy (I know she measures loose under and tight over, which is why she herself ended up trying on 36B’s, when her 32Ds (band fine) are cup bigger than that but to small in cup....sigh) I’m thinking likely 26-28 D+, wires aren’t going to happen, only reason why a “real” bra is being considered is girls cotton training “sports” bras and juniors XXS shelf cami’s can’t contain her boobs any more……honesty an unlined/lightly lined wireless bra or bralette with no lace, preferably sporty is the best bet….going to be doubtful I can get her (or mom) to believe/buy/order the correct size, unless I can prove it by having her try one on.....

I'm in U.S., btw.
What I know about in-store: Victoria Secret (PINK) and Aeropastel (Aerie) has some really supportive bras and bralettes in XXS-M and only carry bands as low as 30, not 100% sure if the 30 bands are available in store.
But for online, There's always the Freya Deco Soft in 28C. From what I've seen the fit is really easy for the non-wired Freya Deco. The Little Bra Company has come really lovely stuff if think she'll be fine sister sizing like i have too., though they have 28C. www.johnlewis.com has a pretty darn good selection of tweens bras, non-wired (Royce is a common high quality tween bra offering wired and non wired in 28+ bands and I THINK run small).
Otherwise, Katherine Hamilton is the only bra brand I know of that sells sub 28 bands (24 & 26) IN stock, though there are a couple I know that will gladly make them. My Marks & Spencer's 28E runs a full band small and fits like a 26E. I also hear Boux Avenue bands run small and carry 28A up to like G cup.
If you look on Amazon the Japanese bralettes are said to run tighter than US and UK brunettes.
