What are short boobs exactly? Is it related to how much projection or perimeter of the ladies or placement on chest or what?
While the first two won't apply to me - chest placement might. I'm set high, which may be why I tend to gap FOB bras, despite being heavily FOB, FOT bras outside full cup styles fit nicely, why I seem to always have side spillage since my tail of Spence is also high, why makes straps cut in slightly, and why true full cups look stupid on me since once big enough to not quad boob, I have tons of open space.

I think that there's a few different reasons why you may have 'short boobs'. I have both the issue that my breasts are set very high up on my torso, and also, the fact that I have more projection than height (or width for that matter). If I get a cup which is large enough to accommodate my projection, it ends up with the top of the cup up in my armpit and *space* everywhere except for the top centre near the gore.
So, I'd say that breasts which are very wide for their height, breasts which are very high-set, and breasts which are very projected for their height can all act as 'short boobs'. Also consider that this is relative to how bras are constructed in your size range as well as basic ratios. My breast root overall is 'average' based on the dimensions experiment we did, but compared to bras in my size range this acts as super narrow.
I may have even missed a reason why your breasts could be short. There's a series of reasons which all end up with the same result- your bras have heaps of space in the top in an otherwise okay size.
