It's so easy to gloss over this sort of behavior. I heartily applaud the mother's response.

Good for them. My little sister was horrible harassed and sexually battered in this way by boys in high school, and my mom... bless her heart, but she was SO F8cking LAME about it. All the old canards came out. "He is only doing that because he likes you. Try to be nicer to him so he won't feel rejected. Cheer up dear, you're the one who has the power because this boy thinks you're cute!" Ugggh. My kids are young now and my eldest daughter has some ADD-related issues with boundaries (she's a hugger) and i have worked SOOOOOO HARD with her to get her to respect other people's bodies, learn to ask before you jump in and touch someone, respect when they say they don't want to hug or hold hands, etc. If some punk-a$$ boy tries to put his hands on her bra band a few years from now she will have my express permission to punch his fucking lights out.
The same sort of thing happened to me, on top of so much other bullying that I was told to ignore and that it wasn't a big deal, that I never even mentioned it to a teacher or my parents. The worst I remember is a boy throwing cinnamon candies down my shirt. By the time I got to the bathroom to clean them out, they were all melted, leaving red marks all over me. But what was the point of telling anyone? The one time I did complain to a teacher about other girls in the class making fun of my boobs (I was in 5th grade at this time, by the way), she said those girls were just jealous that I had boobs and they didn't yet. Thanks. Really helpful.
