Measuring cup width
I assumed that "from end to end of the underwire" meant the outer edges? After all, that's how far out the wire is going to be on you. And yet bratabase is telling me the cup width is too big! Also, I've been measuring from the end of the channel, rather than the end of the wire, since it says "of the cup or underwire" and well, the cup comes up higher than the underwire in most of my bras! You can see the differences in the pictures.

Occasionally in my review I also put how far the cup stretches. In some it's a negligible amount, like less than an inch like the Panache tango plunge, but in others the wire stretch is a good 3 inches wider than resting width.
Anyway, how do you measure cup width?

I measure end to end of the inner edges. In my logic, that's where all my breasts would be contained in.
If the two points have different height like your bra, I usually just measure one end to other end.
Measure it on the inside of the wire, which is the actual width being used. Wires can have different widths, and if you measure on the outside the wire of the wire is taken into account even though the actual fit will be the same. Because of that, always measure on the inside.
