Didn't fit
I bought this guy at Nordstrom Rack for $9 to wear until I found something better in a 28 band, but I've ended up wearing it quite a bit! The band (now slightly stretched, so I won't measure it) is snug for a 30, the quality is very good for a $9 bra, it fits really well and gives me great cleavage. I'd gladly buy several more, preferably in a 30D.
The wires are very short and slightly curved on this bra, so if you have widely dispersed and/or soft breast tissue, this one won't be a good fit for you. The short and low wires gives it a deceptively low cup depth measurement, but I've had no trouble with losing my swoop and scoop or tissue escaping out the side. For a plunge style, I don't find that it cuts into my roots too much and I think my slight quadboob issues are resulting from the fact that I ought to be in a 30D and not from the bra design. The padding is not excessive at all, the lift and shape comes from the construction and shape of the foam, not the amount of padding.
All in all, an excellent find!
