The band on this bra felt large on me even when the cups weren't involved, and I used the tightest hooks. But, I am not a true 28 band. I'm closer to a 26 band, and I know this played a role. I'd recommend for someone with a larger underbust measurement than mine at around 25 inches with my loose measurement being around 27 inches. The cups offer a fair amount of room at the top of the cup and on the side near the armpit. This was not a great match for me in this size.
