Issue resolved
This is not my model - but manged to adjust band/ straps/ underwires and it actually improved so that i can wear it without discomfort. But especially i have to thank everybody for your very cute suggestions about Brands and types more suitable for me as punge and demi cup -which i would not dare to' try and instead i will when am in UK in April ! Also managing to grab an Ewa M. Thanks again SO MUCH!
Original problem
I tried this bra in 2 sizes, 28F and 28E ,and none fits me. It seems the cups are emply on the top - which happens to me also wearing most Freya bras. Any advice ? thanks in advance!

helpfulIf the bra fits everywhere else, it might be an issue related to the shape of the cups. Are the cups empty all along the top? In your picture it kind of looks like just the upper corner sections are empty. How much empty space is there? If there's a lot, you may need to go down a cup size. If there's not much then I think it's a shape issue. I have a tendency to get this with Freya bras too which is why I kind of gave up on them.

I know Chantelle has some demi bras that may work (they don't come in my size) like the Rive Gauche demi and the C-Chic t-shirt.
I have a similar profile to yours and have had luck with the Panache Porcelain and Freya Deco (molded bras, but not full in the cup).

helpfulI think the shape is wrong for you. If you have already tightened the straps as much as you can, plus reached into each cup and scooped your boobs from the bottom and the sides to ensure everything is inside, then Freya/Flirtelle (and also Curvy Kate as these are pretty much the same as Flirtelle) may not be for you. I guess you could always try another cup size down if this does not mean you losing money on P&P.
Try some other brands instead. I notice you said the centre gore digs in; maybe try more of a plunge style bra as the wires will be significantly lower in the middle.
Have you tried Ewa Michalak? Superb bras with amazing fit, lift and shape

helpfulFlirtelle and Curvy Kate (which are basicly the same) are made for boobs with a high and wide base and not too much depth, and I think that you might have a slightly wider base, but not the height and definitly not the fullness on top. Freya also demands the high base, and the fullness on top, so that might explain why it won't work for you.
However, this bra (which I think is the Sublime by Flirtelle not Dahlia) is quite open in the top of the cup. In your picture it seems as if the top edge of the cup gapes too. Have you thought of trying a 28DD in this? Then you get less volume in the top of the cup of the bra, which might make it a better fit. I wear one or two cup sizes smaller in this one than most other Curvy Kate and Flirtelle bras.
I also think that you might find half cups a better fit in general, as you can avoid all fit issues in the top of the cup a fuller cup comes with. Ewa Michalak's CH style might be good, and so might the half cups from Freya (even though I don't know if any of them comes in 28-bands).

I see on your pictures that you seem to have mixed up the Dahlia and the Sublime bra. Anyway, the Dahlia you have: http://www.bratabase.com/browse/flirtelle/sublime-fl8001-1010/28E/ seems to fit you well in a 28E, and Sublime (the bra you have issues with) here is slightly larger in the cup, by 2 cm according to your own measurements. So, just a cup size smaller would probably solve most of your issues. Sublime is larger than Dahlia so there is nothing strange with needing a DD in it, even though you wear an E in Dahlia.

helpfulI think that bras with lower cut cups might be a better fit for you. From the picture it seems that any model with full cup will have this effect.
Going for a 28DD might also be an option.

helpfulI have the exact same problems with Freyas. I think the underwires may be digging in at the centre because the cups have too much volume on top - they're not completely filled out, so the underwires are pulled tightly against you. It's the opposite of a centre gore not lying flat because the cups are too small/shallow.
You could try going down a cup size, although this would also mean narrower wires. In general, half-cup styles or lower-cut balconettes, like the Cleo models mentioned by Denocte, might fit you better than fuller cups.

Like the Cleo Sadie/Martha/Rita/Juna cut? Or Curvy Kate Thrill Me, Tease Me, etc ? That will be your best bet.
Alternatively you could try bras that do not allow a lot of volume on top like the Bravissimo bras (especially the Alana) or the Freya Eleanor/Arabella/Lyla cut.

helpfulAnother thing: have you checked for wire width? I have a very broad root and I look like this in bras with too narrow wires. If the wires are too narrow I cannot put on the bra correctly, most of my breast volume stays outside of the cups under the band. Then the bras sort of look empty on top and sales assistants usually tell me to go down in cupsize. This is how I almost ended up with a bra in 42C in one shop. My true size however is 40H (UK).

I often have this same problem - and sometimes I can be falling out in one part of the bra - indicating it is too small - and yet the top of the bra is still empty like it is your picture. As others have mentioned this often happens with freya bras too. I agree with the suggestions of trying a half cup bra. I have also found the panache tango (the first version, not the plunge as that doesn't work for me at all) works for me. Also the deco - whilst i know others sometimes find this on the big side, for me it isn't at all, and if your shape is similar to mine, like i suspect, this might also work for you as it is quite low so we don't have the problem of not filling out the top. Someone suggested the bravissimo bras - I have the broderie style by bravissimo and it fits really well. Hope this helps. (and thanks to everyone's comments above, as your advice also helps me and you have suggested some styles I haven't tried before so will have to give a go - thanks.

helpfulIt might be the lighting in your image, but it looks like the bra may be a little low on your torso, making some extra room in the bottom of the cups for your volume to get lost in.
If the underwires aren't right in the crease of your breast, try sort of wiggling them upward, making sure to adjust the band and straps so everything stays level. Do your scooping and see where things settle.

Hello Isa, I agree with Gab, I think its just a problem with the shape of the cups.
If I try on Freya (except Freya Halfcups), I look much the same. I think this bra just isn't right for you.
Maybe you want to try the Cleo Halfcups (Juna, Sadie), Cleo Lucy/George/Eleanor and the Freya Halfcups (Monet, Trudie...) instead? I think they might fit :)
