Issue resolved
I knew I needed a smaller band but I wasn't sure about the cup issue. Turns out I was measuring wrong. I also have an unusual bust shape which is very hard to fit. I have no tissue on top...it's all at the bottom. This has made for some funky fitting bras over the years.
Original problem
I've recently lost a lot of weight, so none of my bras fit and I was just so irritated with them all that I just bought one that felt like it sort of fit, but now that I've had it for a bit, I think maybe it's a little small in the cup, and the band isn't as tight as I would like.
But what would be the correct size to get instead? A 28DD? A 28E? or F? I'm not sure how to convert down properly.

helpfulI agree mostly with what Glyla wrote but I do have something to add.
It is difficult to really see just how well the cups are fitting, especially since this is a moulded cup.
The cups in this bra are cut for top-full boobs. I have the Zipper Stripe version of this bra and I had to size down a cup since I am not top full! I typically wear a UK 28DD and usually fits great. My breast perimeter is only 8.5". Your measurements show a 10" breast perimeter. So if you do decided to size down to a 28 band I actually think you'll probably be in an F or FF cup.
I should also mention that This bra has one of the stretchiest bands I've ever come across in a bra. Even after getting mine altered down to a 28 band it's just soo stretchy it still rides up a little bit throughout the day.
I too have a 28" ribcage and definitely prefer 28s in all the UK brands I've tried so far.

helpfulThe band definitely looks loose. Try a 28... maybe a 28DDD.
It looks like the bra is sitting really low beneath your breasts. Is the underwire at the base of your breast tissue? Or is it lower? Try scooping your breasts and dropping them down into the cup. Then, pull up on the underwires, so that the wire is at your breast. I have a hunch that the band is too loose to keep the bra in place (mine would slide down like that), so try doing that with this bra on the tightest hook. Then, evaluate the cup. It's likely that you'd need a 28DDD, but it's hard to tell with the way your tissue is currently sitting in the cup.

helpfulIf your breast perimeter is 10", you would be spilling out of this like crazy. The measurement is taken from edge to edge of breast tissue. If you have a hard time finding the outer edge, press down on your boob so that it makes an edge and measure from that point to the front where it ends in the center. Breast perimeter and cup depth go hand in hand, since you're measuring across the apex of both, what you have for numbers should be similar to what you'll fit in. The cup depth for this bra is listed as 8.5" (which seems a lttle generous for that size. Don't stretch the fabric when taking any measurements for the bra, except for the stretched band.)
Based off of this fit, I would say try a 28DD or 28E (DDD), but more so the latter. Try different styles if you can, too. Demi's are actually good for people who don't have a lot of tissue at the top (contrary to what Deedlit said) because of 2 reasons. 1) They're cut straighter across with wide set straps for a more corset feel (lifting up rather than in). 2) The cups are much shorter and generally have a smaller cup depth than if this bra was in a plunge or balcony/full coverage style. You would actually do quite while in a demi, but one in the right size. Another style of cup that's similar is a half-cup. I would recommend the Freya Deco Half-Cup, style #4232, and try it in a 28E (DDD) and 28F (DDDD) as it does run a bit small in the cup. I had a 28F in this bra before returning it (for me it was 2 cups too small, but I'm fuller on top). The band was around 24" unstretched and 28 stretched so I think that would be a better fit for you than a size 30. I think the cup depth for the F was about 7.5-8", and it does have padding in the bottom of the cup to help lift, if that's what you're after.

Super helpful, thanks. I re-measured myself and my bra and the recommendations I get when I log in make a lot more sense to me now.
I did try on a Deco in a 30D and was sad at how loose the band was. The cups, however, fit almost perfectly. So I think I will try a Deco in a 28E now, thanks for the advice!
