Issue resolved
Taking advice I sought a bra with a tighter band and scooping breast mass into the cups helps fill them. Thanks ladies for the advice. I'll be back with more
Original problem
I have small breasts and a wide rib cage. The latter has expanded with age. Few bras fit well on me. Either Im supporting my breasts with infill or they are loose in the cups. Solution and fitting help please. Krissy

helpfulThe strap problem might just be a style thing... but the band riding up is because it's too loose. I'd try a 36D (maybe a DD, depending on style). Does your ribcage measure 36 inches when you pull the measuring tape very snugly? If 36 is a loose measurement, I might even try a 34DD.
Is your main problem finding bras in a 38C? If so, you'll solve that by wearing a 36D or 34DD.

helpfulAre you leaning forward and scooping your breasts into the cups? That is an essential element to properly fitting a bra, and so very easy to not do:
