Issue resolved
Going to a wider band and DD cups. Actually probably going to trash the bra.
Original problem
I think this bra fits quite well, though it's cotton and not all that comfortable after a whole day or wearing. Any ladies like to comment- please do so!

Sometimes with smaller busts, bad fits are harder to detect visually. If the cups are too small, there may not have an obvious amount of breast tissue sneaking out (and it may be in the armpit area, instead of overflowing over the top of the cups); and instead of the band riding up dramatically, the whole bra may sort of fit loosely around the body ("floating", if you will, as if dangling off your shoulders like they're a hanger).
If it feels like the straps are not long enough, this may actually be because the bra is riding up (so you keep adjusting the straps longer, thinking they're too short & are pulling the bra up) not because you need really long straps.
It seems to me like the bra is not doing a whole lot for you. It's not really lifting/shaping, and for a smaller busted woman, this can even make you seem smaller than you are.
With your breast perimeter measurement, I'd expect a larger cup size to be necessary.
Try hooking the bra backwards & seeing how the band fits without the cups getting in the way of your impression. Too small cups can make a band seem okay (because the bra feels tight due to the cups). Your underbust measurement CAN be larger than band size too (which I'd expect to not be TOO uncommon with, say, pear shaped women who tend to be narrow shouldered with torsos that slowly flare out towards the hips).
To start, I'd suggest trying a 34D (down a band size, up a letter to keep the same cup size, then up another letter to actually increase the cup size) or if your band feels good, then try a 36C (up one cup size).

helpfulToo me it seems as if the wires of this bra aren't quite in the inframammary fold were they are supposed to be. There is a tiny gap that indicates that instead of breast tissue there is nothing but air there.
This can be an indication of a bra with too narrow wires and or of a bra with a too small cupsize. Alternatively the has not been put on correctly. Please try the following: Hold the wire of the left cup with your left hand. Lift and scoop your left breast with the right hand. Push up the wire until it is in your breastfold. If you cannot do this, the wires are too narrow and you need to go up in cupsize to get wider wires.
Most women with small breast get lucky in finding the perfect bra with wide wires and shallow cups when they start looking at halfcups with one or two vertikal seams.
If you want something unpadded that doesn't show under clothes, look at the Bravissimo Roccoco Charm bra.
BTW, don't be scared by the DoubleDs. Double D is actually a relatively small cupsize. That we equate DDs with really big breasts comes from all the women with G cups and larger who stuff themselves into DDs because that is all they can find.
FYI, I recently had a customer come into my shop. She was a large women with relatively small breasts compared to the rest of her body. She came in wearing a 40B and asked for a 38B. She went out with a push-up bra in 40F. Only in this size were the wires wide enough for her.

helpfulIt's kind of hard to tell what your difficulties with this bra are from the pictures. Does the band lie straight across your back, or does it ride up? Are the underwires poking you uncomfortably? I ask because it looks to me like you probably need a smaller band.
I would suggest going down a band size and up at least one cup size, maybe two. It looks like you're a bit squeezed into the cups, since you mentioned you were spilling out a bit at the sides. If you go for a smaller band and bigger cup, your breasts will be better supported, so it might be more comfortable to wear all day! Try a 34C
Try a 34B or 34C. Maybe even a 32, if they carry them!
