Issue resolved
I will stick to non padded bras in the future. And somehow stitch the band size smaller in this one for now =) Shame, because I really wanted the halfcup deco to work!
Original problem
I do know that I require a 26 inch underband or a very tight 28.
With this bra (28f) I find that it shifts up throughout the day as it's too loose. It creates a gap on the cups because the bra is worn too high. The underwire slowly begins to sit upon the breast tissue at the bottom?
Otherwise, the cup is too small as there is some serious quadraboob and not all the breast is contained within the cup near the arm pit. (especially after settling in the cups correctly)
My question is, as Freya do not make a 28FF in this bra, and the 28 in itself is too loose, where should I go from here? The Deco Plunge style does not suit my shape.

*** update - a few things. the image here I've posted as the 'issue' shows it unadjusted because when I do adjust myself to 'settle' in the bra properly, there is far too much busting out to show the public.
after owning this bra for quite some time, I've noticed that the issue still resides weather adjusted properly or not, however.

helpfulI suggest going to a tailor and getting it taken in to a 26 band (or possibly tighter than that- if it's as loose as you describe, you might need to tighten it more. Be aware that if you tighten it too much the straps will be much closer together, though.) It looks like the straps are cutting into your shoulders at this point, which I think will be fixed once you get a smaller band- you'll need less support from them. If that's not enough to fix your problems with the straps, I'm not sure a tailor can do anything, but you can ask!
Is the quadraboob something that appears over the course of the day, or is it there from the time you put the bra on? If it's the former, tightening the band might fix it. If not, you can go up a cup size (even if it means going up a band size) and have it tailored.
If none of that works, I've heard Ewa Michalak, a Polish company (http://www.ewa-michalak.pl/ click the little Union Jack at the top of the page for English) makes good large-cup 26 band bras. I've never ordered any myself, but as far as I know they're the only company that makes bands that small. I have heard stellar reviews!

helpfulI think it might be the way you're carrying yourself, because in the photos on your blog, especially the first 3 pics while wearing this, the fit looks perfect. You even mention the center gore is tacked against your sternum. The only thing I do notice is the next 2 photos (4 & 5) of you wearing it, you have the straps pulled way too tight. This bra is designed to give you lift from the padding in the cups, not from adjusting the straps shorter. That's probably not helping the band issue as making them shorter just causes the band to ride up even more and also cause the gap in the cups. You're hunched over too, whereas in the first 3 photos your posture is much straighter, and that can make the band fit differently...or feel like it does. I'm not doubting the band is too big, it's obvious you can pull it away about 1 size, I've tried this style before and would have needed a 26GG if it were made because the cups were so tiny and the band ran much larger than a 28 in the Plunge style.
Based on your blog photos - Between the Ashlee and Ocean, the Ocean looks like a better fit. The cups look larger and the band smaller (kind of an odd mix because normally the darker dyes cause shrinkage in all parts of the bra). It's hard to tell what exactly your breast shape is since this bra is heavily padded. But what was the reason the Deco Plunge didn't work out? The cups on the Plunge are more generous so you may need a 28E or F.

Hello please forgive my positioning in most of the photos, I have arthritis and am unable to straighten out properly for photos.
I always find that I have to tighten the straps in most bras especially if it is loose in the band because I am petite/my breasts could me considered quite high up because of this. My main problem is that even when the straps are not tightened very much, the bra seems to shift up or down creating a gap. The centre gore is always tacked to the middle. if i totally settle myself in the cups and the underband is in the correct placing (no shifting), there is allot of bulging!
With the deco plunge (I have tried sizes 28 dd/e/f/ff with f fitting best), the only problem I had was a ever so slight gapping near the top of the cup because it is too tall so to speak. half cup styles seem to suit me more, which is why i am confused as to why this particular bra (half cup) does not fit properly. all seems like a bit of a mystery to me :P!

Sorry about that. Your posture looked pretty straight in some of those photos (especially for arthritis at 22!). If the center is tacked, how is it shifting? Or do you mean it's tacked against your breasts, since you wrote the underwires sit on top of them durring the day, and then moving around the back?
The Plunge isn't very tall, unless the cup was too large. I find mine to be kind of short (on my 8" N2N), but again, shapes differ. Since your Nip-2-Neck is quite short, that could be why it felt too tall for you, or because you had the straps too short that can bring the cups up too high and lift them ontop of breast tissue. I know they start at size 30 only, but have you tried the other half-cups Freya has out? I recently altered one of mine to a 26, there is a tutorial in my review/on my blog. You mentioned altering this one, and honestly I think if the band were smaller and you lowered the straps, the cups would fit. I know the cup depth of the 28F for this bra was rougly around 8" and you're is just a bit over that but not enough to need a cup size up. If the cups on those other styles fit you better though, it's worth a shot! It could be you're just not suited to padded cups, in which case their other styles like Daphne, Pasty, Elize, Pixie, etc, may work better. They have a very thin, light lining, though they're called "padded", they really are not.
In any case, whether the band is too big or not, you should never shorten the straps for support. A good way to see just how big the band is and how much support you're losing from it is to put it on as you normally would (adjusting included), then slip the straps off your shoulder. If it can stay in place and still support and give the same lift as with the straps on, then the band is a good fit. But if you ever need to wear straps tighter to get lift, then sizing down in the band is necessary.
I can't give recs for other brands because Freya is only 1 of 2 brands I have experience with.

Forgot to add, you said you have bulging. And that's with the band positioned correctly. But what about the straps? Not to sound like a broken record, but if they're too tight it can make even a perfect fitting cup seem too small.

The centre is tacked between the breasts/sternum, yet it is shifting along with the band (confusing I know) so it often leaves friction marks.
As the bra moves up, the under wire sits atop the breasts yes.I shorten the straps even in a smaller band. I think this may have to do simply with my measurements. Nip to neck measurement is indeed quite short, I gather that's why the deco plunge was perhaps a bit too tall in an otherwise fitting bra (28f fit).
even when i slack of the straps, the band still moves about etc.
I think your suggestion of altering the band smaller is a good idea, but sewing is certainly not my protégée and i think it might be a combination of things rather than just the band size.
im also starting to wonder (this typing out loud thing really helps lol) wheather the 'large orange in small glass theory' applies to me. ever heard of that analogy? (can't for the life of me remember where from).

Flutterbykeir, I am all over Ewa right now hehe. I just wanted to know weather this problem would span over all bras of similar shape and wheather there could be anything that I should do in order to make it fit better. (in this case, seems like tightening the band?)
