Issue resolved
I sent these back this morning to exchange for Juna in 30DD and 30E. Thank you for all of your help! =)
Original problem
ETA: I think I figured out swooping and scooping better so I've added new pics (they are captioned "Better swoop and scooped" and have a cooler color temperature than the others).
I bought 2 different sizes of this bra to try on, but after being indoctrinated by VS angels, for so long, I can't tell if this is what a good fit is supposed to look like or not.
This one does feel a little tight, but not painful, and I expect it to loosen up soon.
I had way fewer problems than I did with the 30F... (See my other fit help request.)

helpfulHi Vintage Vixen. I disagree that scooping and swooping properly wont help you find the correct cup size (in response to your latest bra adventure). This cup looks too big, but if I am seeing correctly, you have a pretty decent amount of escaped breast tissue. If you can get that to stay in the cup, I think this bra may fit you much better. I hear the tighter the band, the better for this purpose.
Another possibility could be wrong cup shape. If you are scooping your heart out to get that spill out into the cups, your band is tight, but you just can't get those cups full, it could be that this is the correct size, but you need a wider and shallower cup. In my experience, Panache bras run wide and shallow. I have a Harlequin that is really wide and shallow. That being said, I believe this is different for Cleo. If I recall correctly, the Cleo has a narrower wire and deeper cup.

helpfulBased on the new photos: The wires are still distorted from being pulled too tight. It's also distorting the shape of the cup. Notice how straight they're being pulled to the sides and at the top? Sometimes this can create the illusion of quad boob. Try 30 and a different cup shape, something that doesn't have the traditional 3-sectioned style.
The fit is improved a lot! But a different size and style are still needed. You would benefit more from a bra with better structure. Try the Cleo bras in Juna , Sadie and the other balconettes with foam lining. I would recommend 30 DD and E, sometimes these bras run a touch small in the cup. The band fits pretty spot on and since your ribcage is actually more closer to 30 than 28 (based on how it should be measured and what you noted in your recent adventure post), 30 would be a better size.

helpfulAfter looking at both of these fits, it looks like you might need a smaller cup size. the 28 band fits around you better, but the cup is still crinkling and it doesn't look like you fit it completely. I would recommend a 28E as a 30E is the same as a 28F that you are wearing.

helpfulAre you sure these are all the same size, all the 28F? If yes, did you take them all in one go?
I am asking bc the second and third picture show a "George-fold", in this the rim of the cup closes too soon causing a fold in the upper cup. In cases like this you usually need to switch to another style - padded halfcups.
Aside from that the cup looks to be too big. On top of that I think it might not just be too big, but also too deep for you. Again another reason to switch styles.
But if you are truly in love with this bra, try the 30DD.

Well, a 34C and a 30DD are nominally the same volume, but shape of the cup is completely different. The cup of the 30DD is deeper and wider, especially if you switch from unbranded A-D bra to branded D+ bra.
That your old 34C bras gave you quadboob might also be related to breastshape. Especially with wide and shallow breasts a lot of bras cut into breasttissue. Plunge bras are notorious for this, giving rise to the term "plunge-related quadboob". The only bras that do not do this are halfcups with one or two vertikal seams.

I'd stick to a 28 if it doesn't cause you pain.

I thought I did swoop and scoop, but maybe I didn't do it enough. I did a lot more swooping and scooping with the 30, trying to get the tissue out from under the wires.

Thats because the band wasnt tight enough. Please stick with 28 bands. Try a E cup if you like this bra or keep this one as an pms bra :)

I disagree with Vlatka on the 28 band. I suggest a 30 band for you.
I have a very wide root, I've tried Cleos in 38HH and 38J and found that the Cleo bras have too narrow wires for me. I've also encountered some women with a similar problem. I think you have very wide and shallow breasts. Wearing a 28 band might help you with some bras, bc a too tight band pulls the cup flat, plus a 28E bra usually has slightly wider wires than a 30DD. But it won't fix this bra. I think the Cleo Natasha is simply the wrong cut for you, too narrow and too deep in the cup. In most bras you will be more comfortable in a 30 band.
I would recommend trying the Cleo Marcie, bc it is the shallowest of all current Cleo Balconettes. Note that the band runs tight on the Marcie, do not try this in a 28 band! I can also highly recommend the Panache Confetti and the Panache Harmony Balconette (watch out that it is the Harmony Balconette, not the Harmony Fullcup), which you can find on ebay. If you can get your hands on them, padded halfcups by the chain store Change and padded halfcups by Latvian company Rosme would probably also be great for you. Especially the padded halfcups by Rosme are really wide and shallow, I've found them for sale at reasonable prices through the German ebay. If you are in the US, Parfait by Affinitas would also be worth a shot.

I guess, I'm very confused, because if I did 30DD, that put's me back at the cup volume I started with (34C) and I always had quad boob (which is what I thought it was supposed to look like).
