I sent these back this morning to exchange for Juna in 30DD and 30E. Thank you for all of your help! =)
Original problem
I bought 2 different sizes of this bra to try on (with intentionally different cup volumes), but after being indoctrinated by VS angels, for so long, I can't tell if this is what a good fit is supposed to look like or not.
The strange thing is, with this one, I could not escape the feeling that the underwire was sitting on breast tissue, and the centre gore was sitting on breast tissue, too. Neither of which was a problem on the 28F! Is this an indication of the band being the wrong size, the cup being the wrong size or both??

helpfulSince the cups are clearly too big it's hard to be sure of where your breast tissue is sitting exactly but it did catch my eye that you have similar measurements to me and would probably do better with a shallower cup.
I think you look a little bigger in the bust than me so maybe a 28e or 30dd (I usually wear 30d). Personally even though my ribcage only measures 27" I find a 30" band more comfortable. I don't have a lot of flesh over my ribcage and after a few hours I find a 28 band can really hurt.
I'm not as familiar with bra brands and their idosyncrasies as some of the other girls here but I do seem to remember reading somewhere that Cleo ( Panache sub-brand) bras tend to have narrower wires than the rest of the Panache range. But generally speaking Panache is a good brand to look out for if you need wide/shallow cups, perhaps just avoid the Cleo line. Panache are actually my favourite bras as they usually suit my shape very well.
I have little experience with Curvy Kate other than the Thrill Me, but they do seem to make bras with wider wires.
I have to disagree with MikkyCecil's suggestion of the Freya Deco. This is a notoriously difficult fit and usually doesn't suit girls who are fuller on the bottom of their bust. Usually what happens is your breast tissue gets squeezed to the lower / middle of the bra leaving you nothing to fill the upper part of the cup. There is nothing in the cup to create a push up effect...it relies on your own shape being compatible with the bra. The Deco half cup is likely a different story, but I havent tried it.

Ah I did actually try the Deco a while ago but it just didn't work on me. Most seem to think it runs a little large in the cup and I found this was the case for me, I just couldn't fill the top of the cup enough to make the cups lay flat and eliminate the gaping.

helpfulIf it feels like the wires are sitting on breast tissue, it probably means the band size is too big. I also looked at your 28F post, I think you either need a 28E in this bra, or a different style.
Are you scooping yourself into the cups? Unpadded cups always look too big for me until I scoop myself into them... lol.
Also, I've tried on this bra before, and it runs big in the cup, and is a little deep for my shape. So I wouldn't be too surprised if you had to get a cup size down. (I think a 28E would work.)
But, like I said, the shape of this bra is deep and a tad pointy. It seems to me like a shallower cup might work better for you. (I myself need a shallow cup!) Off the top of my head, some examples would be: Curvy Kate showgirl collection (thrill me, tease me, tempt me), Cleo Ellie/Darcy/Rhianna/Juna/Rita, Freya Deco (get a 28E or 28DD in that one, it runs large), Freya Martha/Patsy/Monet, Curvy Kate Fleurty, and lots more that I'm not an expert on! Haha.

So, if in this style, I am a 28E or 30DD, does that mean that would be my base size in other bras, would I be a 28F/30E, because it runs large?
34C always gives me quad boob every time, so this really confuses me.

helpfulVery obviously too big. The band appears to fit better in this one though, the 28 looked too small. I would recommend this in 30DD (one of the top sizes I suggested for you to begin with).
Also, the wires are not too short on the sides. The reason there appears to be boob escaping is because you are not properly scooped in, with the cups being as big as they are they're not hugging the sides so tissue is popping out. Certain styles of cups cover more than others as well, this one is a bit lower. If you want a higher cut arm try a balcony, though you may need a 30D because they have more coverage and are better suited to full on top breasts.
You mention that it felt like wires were sitting on tissue. Again, scoop yourself properly, from the sides as well as the bottom of the cup. The band on this is not loose, in fact it's digging in at the bottom sides.

If the wires really sit on breast tissue, I would recommend a wider, shallower cup. Panache Confetti would be the bra to try.

My experience with the Deco as a full-on-bottom woman is actually very different- the bra works very well, I just don't get popping cleavage. Thankfully, there's a not-too-hard way to find out if you have a Nordstrom nearby, they tend to carry Decos in stock and you can try them on in the store to be sure.
I do have a problem filling out the Fantasie molded bras, though.
