I'll just be returning this and trying more brands.
Original problem
So, I've always had issues fitting in to unpadded bras, but I thought that maybe some of this would be eradicated when I finally tried one in my size. Unfortunately, no luck so far.
I bought this Tango Plunge, and as you can see, the cups are very weird on me. The top seam of the cups lies flat, but just beyond that, the cup is wrinkled and clearly not filled. The bottom is also a bit wrinkled though the underwire is lying flush with the bottom of my breasts (this may be more of a construction issue). Essentially, the apex of the cup is very loose on me while the boundaries (underwire, seam, gore, straps) are all perfect. I wouldn't want to go down a cup size (I know that's not possible in this bra, but for the sake of conversation) because the wire would probably be sitting on my breasts. The gore lies flat and doesn't itch or poke, and the straps feel fine. I just don't know what to say about the cups! If I try to pull the cups inwards so that I fill them more, then the seam has to cut in to the top of my breast. I guess I just want to know what you think is the fit issue here, and what cup styles you think would work best for my breasts. Thanks for reading! =)

helpfulThis bra has very "rapid closing cups" (is that a term?), meaning that the top part of the cup rushes back to the body tighter than other models.
That said, if the bra's cups closed like other bras then I think it would be visible that the cups may be a size too big.
If there was a C cup in that bra it might end up looking like this for you in this very model:

So that bra is not right for your shape, try a different brand (and probably one cup down) I've seen many Panaches do that with the cup.

helpfulThe cup seems too big, I think this bra asks for both depth and width when it comes to breast shape so it would probably be best for you to avoid Panache.
You look quite thin though, have you ever tried on a 26D to see how the wires and cup fit? You don't seem far from the perfect size.

Er... try on a 26 where, again? =/
I'm comfortable in a 28 band, because I have small enough breasts that I don't need something super tight. Yeah, I'd fit into a 26, but that's not my main concern. I'm more having issues with cup sizes - in American bras and some British brands, I'm in the 32B cup family. But in others, I seem to be the 32A cup family, and I can never seem to guess which it will be. I do have somewhat wide breasts, but they're shallow, hence the confusion in bras like these. -

A 26D bra may not be the right solution for you, it's just a suggestion based on how different cups can be with another band size. I do think that the width of your breats may be a problem when finding the right size.
Panache is known for its wide underwires, but the Tango bra has a thick fabric and it doesn't seem to adapt well to many shapes. Freya bras often have the same issue, but their underwires are narrow.However, you should probably try on a 28C cup. It's a pain in the neck to find but The Little Bra Company has some of them (Figleaves as well). I have no idea how they fit or whether the underwires are wide though.
Since you're in between two sizes, it may just be a matter of style and fabric.

Yeah, I'm finding it really disheartening to be between sizes when I'm in the smallest offering from full bust brands and the largest offering (if they even get there!) from small bust brands. I think that's why I love Mimi Holliday so much - I can easily size up or down as I need in their stuff.
I'll take a look at TLBC. It's unfortunate that they seem to be the only smaller bra company that offers C cups.
