Issue resolved
Tried a band size smaller and accommodate my breast a bit better.
Original problem
This bra looks on me as if it were a full coverage bra than a balconnette ( you can see in the other pictures in my review). I was wondering if it is the cup to big still I manage to fill the entire bottom and place the girls correctly in the cups. I filled it completely except one part of it and still have a bit of a gap on top on both breast but in one is more than the other. But it goes away in one of the breast in the other I still have a bit of wrinkling if I place the gore a bit down. I still have to accommodate my breast through out the day. I was wondering if it is the style of the bra or is it because I ordered the wrong size?
I added a review of this style in a 36G size.

helpfulYep the underwires on this bra do not mirror your natural shape (I have the same problem in a few Panache bras and the Tango in particular).
In the photo where you show the underside of your breasts you can see that the there's about a 1 cm gap between the lowest curve of the underwire and the beginning of your breast tissue.
Throughout the day that's going to dig into your ribs. And you're going to be desperate to take this off when you get home.
This is usually an indication that you should try 1 cup size smaller. However in some styles this may dig in a bit at the top. Honestly, I would try 1 cup size smaller and if it's too tight at the top I would move on and ditch the Tango style.

helpfulThis could easily be a shape issue- the fabric on the bottom may not give you enough space to fit in it, so tissue get pushed up to the top. Also, is says the wires are too narrow on the sides.
You could either try sizing down a cup if that's convenient, or going down one band size and up one cup (I can't see whether the band is fitting in the back), or just try a different style- I find lots of 'balconette' bras just look full coverage on me because of the shape of my breasts. If you have wide breasts, Curvy Kate makes cups that are wider and shallower, so that might work.

Blergh. I actually have the same issue with the Tango- I get torpedo-breasts and random wrinkles in the 'point' of the cup. I don't like that shape, so I don't wear the Tango. The Panache Andorra fits me a bit better and less torpedo-like. If you're concerned about side boobage, you could try a Curvy Kate bra. Freya/Fantasie underwires tend to be shorter but you could give them a try just in case.
If you can fit 3-4 fingers and the bra doesn't stay put I'd say that a 38 band is too big. Panache Tangos run small in my recollection, so I'd suggest starting with a 36 band.
I tried it in 36G. At least the bra stays put.I wish one of thing I get a bit of a side boobage on the top side close to the arms, yet a bit of the fabric in front wrinkles when I move. This wrinkle is not that noticeable underneath the clothes. I mean if I raise my hands up or stretch the arms to the front. Yet when I stand up or stay with my shoulders and arms relax it looks like a smooth line. One thing I forgot mention that the 38 band I could stretch it and fit 3 and 4 fingers. Although is gives a bit of a torpedo shape is this normal on this style? I uploaded new pics.
