Original problem
I'm constantly pulling the band down, and my boobs are in a constant state of overflow in the cups. I'm wondering what size to try on a very limited budget. Any help is appreciated!

helpfulMy best guess would be to try a 28GG (In UK sizes...) A 30G might also work for you, but a 36 is way too large of a band.
If you're afraid of wasting money and can't find small band/large cup in stores, go to a store that carries 38 or 40 DDs and try them on for cup size. Once you figure out the right cup volume, it's a fairly simple conversion. For example, if a 38DD contains you well, then you would want to try a 28GG or a 30G (UK sizing).

Try Nordstrom and Nordstrom Rack. The fitters at Nordstrom should be willing to help, even if you don't end up buying (though some clearance items are around $30, which isn't terrible). But do ask to try 28 and 30 bands (28 for Freya... 30 for Panache/Cleo/Masquerade), because sometimes fitters really have no idea... also, make sure you "scoop" and drop your breasts into bras when you try them on to make sure that you don't end up with a too-small cup!
It's really, really difficult to find DD+ bras in the US. I'm from the Boston area.

Luckily, there's one of those near me. Hopefully none of the fitters are as bad as a young one I ran into at a Victoria's Secret not too long ago who told me I'm a 34C.

Haha, I swear they tell everyone that they are a 34C. They told me that for years. :)
Just make sure to ask to try 28 and 30 bands. Freya/Fantasie/Chantelle run larger in the band, so 28s should work... Panache/Cleo/Masquerade tend to have really small bands, so try 30s in those.

helpfulBased on your ribcage measurement you're probably a 28-band or a 30-band.
36D equals 34DD, 32E, 30F and 28FF in actual cup volume. Your cups look atleast three cup sizes too small, resulting in 30GG/28H. Based on your breast perimeter you will want to look at even larger cup sizes than that, as a 31 cm cup depth (you don't want your breasts to be compressed in most bras) is found in a 28H-J bra. Also, as your band is that much too big the bra will be even more too small if the band actually was tight enough as the band will stretch the cups and allow even less space in the front.
I would suggest 28HH in Cleo and Panache, 28J in Freya, 30H in Masquerade and 28JJ in Curvy Kate/Flirtelle. Take a look at the measurements for the bras here that you are interested in to see how it could work for you and check cup depth to see if the cup runs big or small.
Brastop is great for cheap bras, so is eBay. Figleaves can also be good, especially in the sale section. I would however suggest that you start by trying to find a physical store to try bras on in. You will not be able to trust the fitters there to put you in the correct size, so arm yourself with knowledge. You will have a hard time finding a 28-back at all, even though there are bras sold down to a 24-back, so try sister sizes (30GG/H/HH/J) and see if anything works well for you. At each brands website you can search for stores that stocks the brand close to you.
Remember that you should try the bra on on the loosest setting. If it does slide up at all there it is too big in the band. Then you might want to try it on the tightest, but not to buy it but to see if it could work with a smaller band size.
