Thank you for all the recommendations. I shall try Elomi bras next in 38F/FF and 36G/GG to see what fits best.
Original problem
I wear 38 band even though I measure more underbust, I've tried wearing 40 band and that's way too loose for me. I wear tops UK size 20/22 and weight 18 st, so I'm about 7 st overweight.
In many other Fauve models if I try wearing 38FF, I get empty space on top of the cup. 38F is my usual size, but with this I just don't know where's the problem.
Problems I have:
1) Top part of the center is not laying flat against the sternum (bottom part is).
2) There is no boob spilling (quadboob) over the cups in front, but there's spillage on the sides
3) End of the underwire keeps poking me into the tissue that's spilling out of the cup.Thank you for all the tips!

helpfulMaking an educated guess I would say that this bra is too shallow for you in the cups, ie the projection is not strong enough.
Have you tried other cuts, unpadded balconettes and fullcups? Freya, Fauve, Fantasie and Elomi?
I also think that the underwires might be too short for you. I have this issue with the Panache Andorra, the underwires come up too short and poke me into my underarm boobage. It is especially nasty when I lift my arm and bring it down again. With the higher wires of the Panache Tango II Balc. I am fine.
My suggestion to you would be to try the Elomi Confetti and the Elomi Betty.

Lupinesse, Elomi is a UK brand, made by the same company who makes Fauve. I agree that Elomi might be really good for you, your shape seems suited to it.

helpfulBased on how the bra looks on you scooping won't help. If you do manage to get all breast tissue inside the cup it will be too small, and it might still be that the wire is too narrow for you so you will still have slippage.
What could be intersting is to try the 38FF and scoop all breast tissue inside the cup? Have you tried that? It might help with the gaping. If it does't help with the gapig, that means that you really need the wires of the 38FF but the depth of the 38F, which really is a sign that this is not a style for you and you might need to look for bras that are more shallow.
Curvy Kate Tease Me and Thrill Me might work for you, but they do run large in theband so you might want to down size in the band. Ewa Michlaks HP-style is also slightly shallower (or withe a wider wire depending on how you see it).
I don't think you are in the wrong band size. If the larger size is too big in the band, then it is. Nothing strange about it.

I've tried 38FF in same model, but there was empty space on top of the cup so I didn't buy it because I thought the cup is too big. I've tried the Curvy Kate Tempt Me in 38F, but the band was way too tight (when I got it on it was digging in and I almost had difficulty breathing) and I was spilling out of the cups (I would've probably needed G/GG in that), so I returned it and that experience put me off CK bras for a while. Maybe I should give them another try? CK doesn't have bands over 38 though, and Bratabase hasn't got much people who've measured 38 bands, so I'm bit skeptical ordering online. The only 'big size' models I've seen in shops here are mostly made by Freya (I live in Finland), so I don't know where I'd find CK bras in person to fit them.
I haven't tried EM bras, but I've seen other people wearing them and they look nice. I'm just worried that my breast shape (wide root, low set, fullness on bottom) isn't enough to fill them.

Did you scoop all your breast tissue into the cup when trying the 38FF?
Tempt Me is super small in the cup. However the band is also quite generous so if you found Tempt Me too tight in the band probably all Curvy Kates will be too small in the band. http://broodsbigbrasblog.com/ might still be helpful though as she's on the larger side as well... She does wear 36-bands though. It could also be that the bra felt too small in the band as the cups where so extremly too small.
When it comes to EM I would definitly advice you to not try the CH bra. That one has a lot of depth and narrow wires. The HP has wide wires and shallower cups, but is sitll quite open along the top edge, so that might be an issue. PL is also deeper in the cup and is probably not the best style.
Otherwise some Panache bras might be good. I doubt that the half cups from Masquerade, the closest thing to the bra here will work for you though as they also are deep in the cups and narrow in the wires.
The Eveden brands are probably not your best bet either, apart from Elomi that might work really well for you. Could be worth a try atleast. :)

helpfulHave you tried "scooping" your breasts into the bra (http://www.ewa-michalak.pl/How-to-put-the-bra-on-properlys-WATCH-VIDEO--cinfo-eng-4.html)? This might help reduce the side tissue but will probably lead to some overflow in the actual cups.

Yes, I do always scoop and "jiggle" the breasts into place. With this bra though it doesn't help much though, since after I lift my hands couple of times, the breast tissue moves to the sides.

Then the wires are too narrow. Together with the center gore not sitting flat that indicates a too small cup.

helpfulIt looks to me like this style is just not for you. I see some gaping on top of the cups, but spilling at the armpits. Since sizing up is too big, it means that the shape of this cup is wrong for your breasts.

helpfulI don't have anything that not already been shared here. I second the thoughts that this bra just may be the wrong shape for your body. You may want to also consider starting with something in a soft cup over a padded half cup. While beautiful bras, the are harder to fit then a basic soft cup style. Starting there may help you find some solutions to the fit problems associated with your particular shape.
But I did want to share a blog you may find helpful. http://branightmares.blogspot.com/ She is also in Finland and is right at the top of the Curvy Kate band range. She also has experience in Ewa bras in the same range. I am not sure if her breast shape is similar to yours, but she should still be able to provide some insight to online ordering to Finland, bras in your band size, etc.

Elomi is a US brand, isn't it? I haven't seen it much around in Europe, but it looks nice, so maybe I should look further into it.
Freya Carly and Deco have fit me well otherwise, except I have been ordering the wrong cup sizes of them (38E) before I realized I might need F/FF. Carly has now apparently been discountinued as well, which is a shame. I haven't added my all bras yet, I have Freya Deco strapless in 38E (spilling over) and normal Deco in 38FF (empty space on top of the cups) so I should really order a 38F at some point :D
Fauve's Lucia is currently my favourite, except that it's cups are too separate and it causes the top of the center not to lie flat on the sternum (there's a gap about a width of a finger). With Freya Carly the center was perfectly flat, and even though it's as wide as Fauve Lucia, the Carly bra sits way lower since it's a plunge bra, so that fit me well.
