Issue resolved
I haven't purchased a new bra yet, but when I do, I'll take into consideration that I need a larger cup and smaller band in this style with Cleo bras.
Original problem
I'm planning to lose a couple of pounds for the summer. I *love* how the bra shapes my bust. Unfortunately, the center gore cuts in badly enough that toward the end of the day, it's painful and leaves red marks that last to the next day. I also have a bit of cup overflow. I could have sworn I was a 30E, but maybe I'm a different size. Any help would be GREATLY appreciated.

helpfulMake-up remover pads (http://www.beautygala.com/wp-content/uploads/2010/07/pad.jpg) work well for temporarily easing the pressure the wires exert on your sternum. This shouldn't be a solution forever though. Try carefully bending the wires away from your sternum, this may help (as jj has already suggested). Just not with too much force.
I agree that the wires seem too small on the sides. If you wear the bra for a while, can you see the marks it leaves? Are they on your breast tissue? If yes, its underwires are too narrow and you should try models with wider underwires.
If the band isn't tight enough for you (if it's riding up in the back and your breasts' weight is supported by the straps instead of the band) you could try the Cleo Sadie in 28F.
Otherwise go for bras with wider underwires.
I think 30F in this bra will provide too much space in the cups.Maybe someone will come along with other suggestions, but in Cleo I'd suggest trying the Cleo June and Cleo Sasha/Eleanor.

helpfulThe Cleo Sadie in 30E does indeed look a bit small. The lace hides the quadboob quite well. My suggestion would be to try the Freya Summer/Monet/Teagan Padded Halfcup in 30F.
The padded halfcups from Freya have a lower center gore than the padded halfcups from Cleo.

helpfulA lot of Panache bras, but mostly including the Cleo range, run a cup size smaller than other brands. I have this same bra in a 28FF and my breast perimeter is also 9", so you might be better off giving a bigger cup size a try. The wires still dig in the center front but I think that's more a flaw with their shape as opposed to your shape.
The band does look a bit loose on you, which is probably why it's making the cups not look like a bad fit. I bet if you had this in 28 there would be quite a bit of cup overflow. I can already see that the wires on these are not at the edge of your breasts at the side. Typically the wires should end more close to under your arm, not before it. And you have migrated tissue that is not in the cups (you can see this in the front shot).
If you haven't already, this bra might fit you better in the longline version. Based on your measurements I would recommend a 28FF.

helpfulI've read good experiences about bending the underwires and even wearing a piece of bent cloth temporarily to decrease the pain.
How does the band fit on the back? I can't quite tell from the side pic but the cup seems a tad narrow on the side of your boob.
I can't see the boob spillage, it seems that going up a cup will be too big. But if the band allows it a 28F might be a good shot or a model with slightly wider cups.

helpfulI agree that I can't see any overflow/ quad boob, but I know that pictures do not always accurately represent what is seen in real life-- so if you see quad boob, I believe you. I can see that the band appears to be slightly higher in back, do you think the band is a bit big?
I'm no help on the sternum pain, but you've got some great suggestions for how to help or at least temporarily help that, at least. I do think it looks very cute on, based on these pictures, and the shape looks flattering.
If you see quadboob and you are getting pressure/ redness on the sides of your breasts (it looks like the cups might be slightly too narrow), perhaps going up a cup would help solve both those issues? I'm not sure if Cleo bras will get wider in larger sizes or not, as I haven't tried any on myself.

I've had issues with Panache bras and their long underwires before, and bending them does seem to help me, at least for a few hours at a time. I hope when you lose the pounds they resize you how you like- I just keep on needing to buy new bras!
