Issue resolved
Found that the style wasn't well suited to my body type. Have new suggestions for different styles that I will be attempting in the near future.
Original problem
I really love how this bra looks and feels. It doesn't dig in the center, and it seems to sit correctly. My only problems are as follows:
The wires seem very low on the side, and my wide-set breasts tend to slip that direction.
My breasts don't fill the lace at the top of the cup, because they're full on bottom.
Is this still a good fit? Or should I stay away from these styles with the lace and find higher wires?

helpfulI have the same issues with most Freya fabric bras- I don't fill out the top or the point of the cup. Does the lace wrinkle or pucker? If so, I'd recommend a different bra. Freya's Jolie fit me far better, if you like lace (I think it's being discontinued, but Large Cup Lingerie offers it).
Panache makes bras with generally broader cups and longer wires that I can fill out, such as the Andorra and Sienna. However, the Sienna may be too far in the other direction and poke you in the armpits. I've also had good luck with the Confetti if you can find it in your size.
However, if you don't actually need/like a broader cup, Cleo by Panache has less wide wires and might do the trick (except for Natasha, Marcie, and Zia, which I couldn't fill out). Unfortunately I don't actually have personal experience with their other bras.

If the cup doesn't wrinkle for a long time, I say you've found something good for you! It just means that the breast tissue is settling- does readjusting yourself every four hours or so help?
I actually third the suggestion about Curvy Kate in terms of the wires being long- however, the cups can be rather wide and shallow. If you're willing to wait and deal with UK postage, Brastop.com has several Showgirl bras in 28DD for 13 pounds sterling...about $20 apiece?

It seems to me that your breast is indeed escaping the wire...
I have a Panache Confetti in 28DD, if you're interested in trying it. It's listed here on bratabase! Sorry for the shameless plug D: But I don't see a lot of wider set 28DDs here on bratabase. I'm a narrow 24F myself...

I'll definitely keep wearing this one until I get something better! I'll readjust every so often and hope it just settles correctly. And I've been dealing with UK postage so far anyway, so that's not really a problem. And darn, if I didn't have a Confetti already on the way I definitely would take you up on that. Obviously I should have posted this first :P

helpfulI personally don't think it's the lace that's the issue with this bra... It looks to me like a fit problem rather than a problem with the suitability of the style to your figure. Hopefully we can help you fix it
It's kind of hard to tell from the pictures, but I have a couple of questions and suggestions: Have you swooped and scooped? Have you hiked up the bra so that the underwire lies on the crease where your breasts meet your ribcage?
It could just be that you're wearing it lower on your torso than it's meant to be worn, which has the effect of pushing the boobs down and causing wrinkles in the fabric where there shouldn't be wrinkles. Pulling the bra up and shortening the straps might also help.
If you've done these things already, ignore that. I'm just suggesting it because I can't really tell from the pictures
Another question: Are you particularly tall or long-torso'ed? Bras almost all have adjustable straps to account for differences in length of torso and height of shoulders and such, but they sadly don't have variable underarms to match. If you think this might be the issue, I suggest trying some bras with higher underarms. You can often tell what bras have high underarms by the length of the underwire- longer usually means higher!
In my (limited) experience, Curvy Kate bras tend to have pretty high underarms. You might also try Freya's balconette styles rather than the plunges- they tend to have a bit more coverage, which might help.
If none of that rings a bell, I'd defer to Faustineli's advice It might just be that the bra doesn't support your full-on-the-bottom breasts right. I can't really offer helpful suggestions there, because I have pretty evenly full-on-the-top-and-bottom breasts so I don't have experience with that fit issue. But I'm sure there are other people with a similar shape to yours on Bratabase who can make great recommendations

I have definitely made sure to do the swoop and scoop, and shortened the straps as well. I like my bras to be snug and personally feel very uncomfortable if the wires aren't up in the right spot. I definitely do have a long torso though, which is usually more of an issue with shirts than bras. I'm leaning more toward the style as I read what others have to say, although I've searched high and low for balconette styles and not had much luck in my size. In fact I've found a few that I'd love to have, but then can't find my size. Very frustrating. That makes two people to suggest Curvy Kate, so maybe that will be my next step. I've just heard they can be hard to size correctly and I've already spent quite a bit of money on bras that don't fit.

Cake_mimic, I do agree with you about the Curvy Kates having high underwires. The cups are wide and shallow in my experience for the fabric ones, so fitting can be a little tricky. Good thought!

That's exactly what I'm afraid of, it being a tricky fit. Postage to and from the UK gets a bit pricey even if the return policy is fantastic. I may be saving up to try it though as it's the most common suggestion through all the amazing help I've been getting.

helpfulFrom the looks of it, it looks like you would do better with a half cup style or something with wider wires. This looks like a full coverage bra, which it doesn't look like you need. Have you tried any of the Curvy Kate showgirl bras? I think you would like those more, especially if you are not full on top!

I haven't been able to find any of the Curvy Kate showgirl bras both a) in my size and b) not $60+. Otherwise I definitely would have tried one! I've heard and seen great things about those.

It doesn't really wrinkle until I'm wearing it all day, and even then it isn't so bad... It's so pretty, I'm not sure I mind that much if the lace doesn't sit perfect. I have ordered a Panache online and it should be arriving soon, so I'm looking forward to see if that works better. It's actually a Confetti too. I think if the cup were more narrow it would pinch. I just like the build and style of all the Freya bras, they fit better than anything I've owned before. Thank you for the suggestions though, I've seen good things about the Cleo but it's nice to hear it from someone personally. I'll also check out the Jolie.
