Issue resolved
Bra does, in fact, fit.
Original problem
After trying tons and tons of 28DDs, 28Ds, 30Ds, 28Es, I think I found one that actually fits me. I'd appreciate a second opinion.

helpfulIt looks good on you! No suspicious wrinkles, no cupcaking that I can see anywhere. Very cute colors with your skin tone
From the picture it looks like the band is looser than *I* would like a band to be, but I prefer very snug bands. You could also maybe tighten the straps a little, but if they aren't falling off your shoulders it's a non-issue, since you shouldn't be getting more than about 10% of the support from the straps anyway.
The big question is: Is it comfortable to wear all day? If so, congratulations! You've found good a fit!

That's great! If you're comfortable, you're in the clear. Enjoy your lovely new bra.
Definitely test it out by wearing it all day before making a final verdict, though; I've had some bras that I thought were a good enough fit when I put them on, but by evening, I was super achy. It was like high school all over again. I, too, have fallen into the "at least it doesn't have this specific problem" trap before. Le sigh. :/
I do find that Freya bra bands are pretty stretchy, but if the band stretches with time you can always tailor it in.
I know what you mean about the shapes not working- I haven't found my size in Curvy Kate, but all the Panache bras have been really shallow for me- I need bras with a bit more more forward projection.
It's funny that Fantasie bras don't work for you, since they're made by the same company. I've had a couple in the past, including the Elodie, which was absolutely dreamy. I think it was a pretty similar cut to Freya bras. But I haven't tried on any of their styles in ages, so maybe the two brands have diverged more since I last wore them.

Interesting. It may be that the Fantasie bra I tried before was just not the right cut for me. It sounds like I should look into their bras a little more and try out some more styles before dismissing the brand entirely. I definitely appreciate your input!
Thank you! I agree about the looseness of the band, though at this point I think it'd be more trouble than it's worth to try finding a tighter band. I can't size down in this brand, Curvy Kate is tighter but the shapes of both the unpadded and showgirl ones I've tried don't work for me, Panache Cleo is too shallow, Panache has a bit too much room in the top of the cups, I can't fill the top parts of Flirtelles, Fantasies get all wrinkly on the sides... ah well.
It is pretty comfortable :). I was just kind of concerned that after trying like 20 different bras I was losing sight of what actually was a good fit and what was just "well, at least it doesn't have this other specific problem that the last bra did."
