Issue resolved
I will try a 30HH.
Original problem
I used to wear 34DD /36DD all my life and then got fitted in a 32GG/H but mostly 32H (32GG only in Freya Deco) but I still had Problems with my bras. The shoulder straps kept digging in, the band rode up and there was not enoght support. So I thought I need a 30 Band. (my current measurements : 29-30 underbust / 42-42.5 bust) I read somewhere I should go up 2 cupsizes when going down 1 bandsize. Now I have the problem that the cups are too big, there is empty fabric on top and at the side. I adjusted the staps as short as possible but there was still some empty space. Do I need a smaller Band? (as seen in one Picture, the Band keep riding up when I fully adjust the straps and they dig in my shoulders) Or does it only feel, that the band is too big, because the cups are too big? Should I try a 30HH? Or is this style not suitable at all?

helpfulThe band should be fine. The cups are way too big, which is making it fit funny. The cups are wrapping too far to the back, so the wings aren't anchored and ride up. Also, you probably have the straps tightened too much to take slack out of the cups, and that's also making the back ride up (although it doesn't seem to be riding up much).

helpfulBand size should be good. I wouldn't go any smaller. Whoever told you that you go up *two* cup sizes for every band size down was wrong. You only go up one cup size when you go down a band size to keep the same cup volume.
Try a 30HH. The band may feel a little loose now because the cup is too big.

helpfulWhat Deedit said. You change only one cup when you change bandsizes and the band feels loose because the cup is too big.
Try a 30HH.
Also check where you breast ends, it seems to me that the wires are pretty wide. Looks to me like they might be too wide on you.
If the wires of your bra are too wide, you loose out on stability. Perfectly fitting wires can even make a size with a band that is slightly loose not just tolerable, but absolutely great.

If the Cleo Lucy seems to be too small in a 30HH, try other bras from Cleo, say Cleo Chloe or Cleo Marcie. The Cleo Lucy is cut for women who do not have a lot of volume on top, whose breasts are shaped like a skijump or a hedgehog nose. On women with rounder, fuller breasts on top the cup might flatten and cut in, looking to be too small.
Another bra you could try would be the Panache Andorra.

The band was ok when I didn't adjust the straps. But when I adjust the straps short enough to take the slack out of the cups, then the band starts riding up (not much but a little and it feels unconfortable and the straps dig into my shoulder) I will try a 30HH and hope it will not be too small.
