I think the suggestion given is correct, the cups are too narrow.
Original problem
After 5-10 minutes of wearing a non-molded-cup bra, the cups start to wrinkle and ride down on top. This happens on all my bras, but this one is especially bad.
The wrinkling is worse on my smaller breast. I have another bra in a smaller cup size, and it has the same issue, but also gives me slight quad-boob.
Strangely the only non-molded bra I have that DOESN'T ride down is a 32D. The band is way too big and the center gore doesn't touch my sternum, but the cups stay in place.
What causes this problem?

helpfulMaking an educated guess I think you are dealing with the Orange-in-a-glass-phenomenon. The wires of this bra are most likely too narrow for you. When you put the bra on, you bend the wires a bit wider in the process. But after a while your boobs wriggle out of the narrow wires an the bra slides down, causing quadboob on top and wrinkles.
If you are looking for an unpadded bra, check out unpadded halfcups and Cleo Balconettes (Alexa, Marcie, Meg, Zia,..). On those the wires are wider.
Bravissimo has some unpadded halfcups in a 28 band and Masquerade will be bringing out the Orla in 2013. Ewa Michalak might also have some unpadded halfcups.
Another possible explanation could be that your torso is slightly narrower towards your waist and that the band is sliding down in this direction. The shape of your ribs might also contribute, sometimes the band slides down until it sits confortably between two ribs, even if this is too low.

That is because most girls in your sizerange are shaped similar. Like you they need wide wires and shallow, open cups. The bras that fullfill this criteria are usually padded halfcups. Thus the padded halfcups (Cleo Juna, Cleo Rihanna) sell out, leaving the unpadded Freya/Fantasies behind which are simply a bad fit on many girls in your size range. If you are playing the ebay game, check out the Panache Harmony Balconette and Panache Confetti. Those are available for cheap (13 pounds) and unlike the other unpadded bras they have wide wires. Cleo Balconettes might also work, since you had luck with the Chloe check out the other bras of this cut-family.
I think you may be right. The two bras I have with the worst wrinkling are both from Freya, and I know they have narrower wires. My Cleo bra still wrinkles slightly, but not nearly as bad as this one.
I'm not particularly attached to unpadded bras, but they're easier to find in my size.
