Original problem
I'm not sure what to make of this bra! It gives my breast such a sad shape. Very low and pointed down.
It feels like the band is riding up a little bit even on the tightest hook, but I'm not sure if that's a construction issue rather than a size issue as it feels tight still.
Is the cup too small? Or too big? Something is off I just don't know what.

helpfulBased on the measurements it seems as if the bra is too big in the band, and the fact that it stretches to 17 cm more than your ribcage measurement is definitly a problem.
You also have breast tissue escaping from under your arm, which suggests that the wires are too narrow. The cup is also smaller than your breast perimeter which also points out that the cup most likely is too small.
I would suggest going down to a 30-band. That would give you the sister size of 30F to start with. You will most likely need atleast one cup size up too, maybe two, depending on how it looks when you have scooped properly.
When the cup is too small your breasts will push the cups down to get more room will leave you with a less supported look than you most likely are looking for. A too big band rides up in the back and also tips the front forward, which also affects the lift.

Not all bands are very stretchy or even big. I'm really a 26-band more than a 28-band and I've had quite a couple of 28H/HH-bras that I just could close, when most 28-bras are way too big on me. So, you have most likely just had bad luck.
Chloe, som versions of George, the black Lucy, Eleanor and Zia is a bit tighter. The longline Sadie as well. :) So, I just think you have tried the wrong styles. A 32 should be your standard choice in most bras though.

helpfulIt looks like the band and especially the underwire are sitting a little bit too low, which sent giving you the support you need. Instead of anchoring and supporting from below, the bottom of te cup is creasing and folding over the wire. It may be as simple as changing the way you put it on. A lot of times women fasten the bra, pull it up, and then stuff the breast down into the cup instead of lifting and scooping the tissue up into the cup. Not only does this give you the sad shape, it also prevents the bra from sitting where it should, which makes it seem like it doesn't fit when it might otherwise. From the pictures it looks like the wire should be maybe half an inch higher than it is. The wire may also be a little wide for your shape (or maybe it's just being pulled too hard by the band), but overall it looks like the size is very close. It just may require a little fine tuning to get the support and shape you want/need.

helpfulThe cup looks ok on your right breast, but on your left it is definitely too small.
I would suggest going up in cupsize to accomodate the larger breast. Shorten the strap on the smaller right breast.
I agree with splish that you need to work on putting a bra on. However, that the wire sits too low can be caused by other issues. In many cases the wires are too narrow. Going up in cupsize can fix that. In other cases the lower cup is cut too steep and doesn't allow enough volume for the lower half of your boob, the bra then slides down and the breasts settles where it got the space. In this case you need to try a different style.

My experience with Cleo has been that the bands are always very stretchy, similar to Victoria's Secret. I suspect that because it's the more "youthful" brand they sacrifice good support in favor of comfort and looking cute. It's a shame really. I'm sure if you have really firm breast tissue you can get away without a firm band. I'm probably in their prime demographic, and they're missing out on my business.
