Thank you all so much for your help!! It is so encouraging. I have ordered the Cleo Natasha in 28F, 30F and 28G.
Original problem
So, I have just started on this smaller band, bigger cup size odyssey, and I want to try a 28, unlined or lightly lined with underwire, but first I need a ballpark cup size.
Here is my best fitting bra (34C, on tightest hook). Based on this, do you have any suggestions on which cup sizes to look at in a 28?

helpfulI just wanted to say, that the centergore is not too high on you. Your underwires dig into your breast tissue bc the middle piece is too wide. It is an important distinction to make. Your breasts are very close together, you need a very narrow centergore and or a plunge bra.
From looking at you I would suggest you start out with the padded halfcups by Freya.
The padded halfcups by Freya are similar in shape to the Cleo Juna/Ellie/Rihanna morgahn and Nesoa suggested. But on the padded Freyas the centergore is narrower and lower, this should suit you better.
I disagree with the recommendation for the unpadded Freyas. I think the unpadded Freyas will most likely have too narrow wires for you, in your size range this often makes them look too big when really the cut is just all wrong.
EDIT: the recommendation for the unpadded Freyas only makes sense when thinking of the low center gore most of them have up to G-Cup.

Okay, so I am a total n00b at this, but I am a little confused on the gore & wires. Are you saying that I need to get a style with a narrow gore but wide wires? What happens if the wires are too narrow?
Also, if I understand correctly, Panache/Cloe has wider wires than Freya. What about Curvy Kate?
The main reason I wanted to go with Cleo is that I've heard the other two are quite stretchy and most people go down a band size, but since I'm starting on 28, that really isn't an option (and I am sick to death of falling out of the bottom of my bras).

Ok, I like using cms bc this is what I am used to. 28 inches is around 70 cms, 29 inches around 74 cms. When using cm-measurements you measure tight and go down to the next band size. In your case that would be a 30/65 band. I think that a 28/60 would be a bit tight. It might be ok with some very loose bands (Curvy Kate Showgirls range), but for most bras it will only pull the cup flat and maybe cause quadboob when the cup is actually a good fit or even too big.
Curvy Kate has wider wires than Cleo in the larger cupsizes above G, the unpadded Curvy Kates have narrower wires than Cleo in the smaller cupsizes.
If the wires are too narrow you switch styles, or go up in cupsize, depending upon the situation. The width of the centergore can be altered, it can be stitched together to make it narrower. A friend of mine does that to all her bras.
I really think you need a plunge bra though, ie a low and narrow centergore. The centergore on the bra in the picture could be half an inch to one inch higher, but not more.

helpfulThis bra is atleast a cup size too small, potentially two. have you scooped all your breast tissue into the cups in this picture? If not, it might be even more too small.
A 34C equals a 32D, 30DD and a 28E. However, as you are wearing a so big band you can count on going up atleast one cup size, maybe even two and still get the exact same fit as you have here. So, a 28F/FF should fit you like the bra here is doing. A cup size up from that would leave you with a 28FF/G, which is the minimum I would say based on this.
Know though that the bras you will be trying will have a quite different shape to this one as you will be in the larger-cup size brands rather than thge A-C brands.
You do look like you have quite a lot of volume close to the center and low, but not as much high up.
Because of this I would avoid moulded and high cut bras. Cleo Juna/Ellie/Rihanna might be really good on you, so could the unpadded balconettes from Cleo, though I would rather suggest the full band versions rather than Lucy. You seem to have your breasts so close that the Lucy might be too wide for you. Cleo Meg, Sasha, Oliva etc is probably better.
You might want to try Freyas unpadded plunge balconettes as well. Those are in general a trickier fit but if they work they are really good in your size.

helpfulI wouldn't go straight to a 28 band, I think a firm 30 would do seeng how the 34 sits on you - it's cutting in a bit, you might have a squishy torso, but I would go with a 30 to see how you feel about firmer bands. I'm fairly sure it wont be riding up on you. Id go with a 30 f/ff. Look for narrow underwires for your close set breasts, I think all ewa michalak's would be great for you. Maybe a panache andorra would be a good start as it has strechy lace so everyone can get away with it. Im not sure about the cleo line as it works so well on full on tops, I dont know how it holds up with bottom heavy breasts. You could try marcie though, but not lucy - cups wold be too far apart for you. Freya jolie might also work but i would go with a 28 band with that one as it sreches out easily. Also, i think Invest in your chest blog could help you alot

The vertical seamed Cleo's (Juna/Ellie/Rihanna) work well with bottom heavy breasts.

The cutting in could be entirely due to the construction of the band... but, either way, starting with a 30 isn't a bad idea, especially if you're not used to having any pressure from the band.

Well, just for reference, (in my other bra http://www.bratabase.com/browse/victorias-secret/wear-everywhere-demi/32C/) I am literally falling out of the bottom, even through it's technically shorter than the FotL.
These FotL pics are are all on the tightest hook and I have only worn it five times, at most, so I have a feeling 30 is going to be too small, as well, but I'll try it.

helpfulThough it's on the tightest hook, the band does not look incredibly large on you. I would not recommend a 28 even though you measure 29". Don't use the "exhaled and pulled tight" method! Simply measure around evenly and pull just a little snug. Afterall...you want the band to be supportive, not strangling.
Because this bra is a plunge, and a very deep one at that, the coverage is very minimal and looks much smaller than a normal 34C. I would recommend a 30DD to start with and then try 30DDD (E) if you find the cups still cutting in. Your breast perimeter fits with that of a 28E, 30DD, 32D and 34C. If you were to try a larger cup, such as 28FF, 30F, 30FF, the cups would most definitely be swimming on you.
There are of course certain brands that are dubbed "run large" that you could try in a 28 (though IMO they run true to size = stretched out they measure what size they are - 34 band is about 34"). In most cases though I would say a 30. Panache and Fantasie run snug, but because you have a more soft ribcage you might find Panache to exaggerate this since most of their bras don't have side wings. Their leotard fabric all in one piece tends to dig in more and cause rolls rather than a bra that has side wings and/or boning. As far as cup shape goes, try a demi. The bra above actually has gapping at the very top of your breast even though you're spilling out elsewhere. The cut is too high at the straps. You would benefit more from something cut straighter across. Also, you most definitely CAN wear moulded cups. The key is to look for the better ones. Fantasie has a foam bra that's a bit more rigid (read: stiff as cardboard!) - because it's not a halfcup you may need a 30D or DD in it. Freya has a halfcup Deco, but it does have quite a bit of padding and tends to run a cup or two too small depending on your shape. Since you're not too full on top you may only need a cup size up, that one you can try in 28DDDD/F. I bought one earlier this year not realizing just how thick it was and thus had to return it, but the size 28F measured about 8.25" for cup depth which would fit your 8" breast perimeter perfectly. The thing is...do you want that kind of a lift? There are other brands to try, but I don't have much experience with them as I can only wear pretty much Freya. Ewa M bras have half cups that you can try too, but do some research before you buy...they're tricky to get the right size, from what I've heard.

helpfulTo be able to go to a 28 band, you first must have the ribcage for it. What are your measurements? If you have a 29 inch underbust, then you can go to a 28 in most bands, but it would be very firm and very different then what you are used to and could be considered unbearable. If your underbust were 30-31, you would be either a 30 band or a 32.
Wanting to be a different band size doesn't mean that you can. I am a 28JJ/K which as the same cup volume as 32HH, but I wouldn't wear it because the bands, and the wires wouldn't be right for me.
Now, I'm not saying that you can't fit into a 28 band, you could even be a 26 band for all we know. But to properly give you advice and to know whether you can fit into a 30 or 28, and only once you know your underbust measurement can you estimate what cup size you would be.

A 28 would be a great choice for you, then. I'm a 29" extremely tightly measured and I prefer the 28 bands over the 30, this is also jumping from a 34 band as well. I believe you could go immediately to a 28 with no qualms.

I've got similar measurments - very tight 28.5"
I don't wear any 28 bras, what's the point of wearing too tight bras??? I wear 30 in Freya, 32 in unpadded CK (30 is too tight) and 70 in EM. I've got only one Cleo bra in 32gg -it fits great. It's a noticable thing for beginners in brafitting - going for too tight bands:)) -
Bands are not too tight if they fit your under bust. I guess for larger busts it greatly reduces pan that can be associated with large breasts, as the band takes the majority of the weight. As a 28K, I would never wear anything over a 30. And I only wear 30's if the bands run snug.
