Issue resolved
I'm going to try the 28GG and 28H if I can find them.
Original problem
The cups are too small - my guess is that I'd need a 28GG but wanted to get some feed back. The band is good so I'm not worried about that. I'm not too worried about wires getting wider as the cups right now are about the minimum width I need to not be uncomfortably pressed on breast tissue.

helpfulRe-hello !
I have this bra in 30F. It seemed to fit me when it was new, but after washes, the padding became softer and could not lift my full on bottom breast anymore ( I had an orange in a glass I didn't have at the beginning, or maybe just a little under my bigger breast). My advice for you is to prefer this bra a little too big in the cups than a little too small or just right, so, when the padding will become soft, you can still have enough space at the bottom of the cup.
About the size, I not a brafitting specialist, so someone can correct me if I say sometime wrong.
I think for my body, the best size in this bra is 28G or 30FF, and I am only 21cm in my breast perimeter. I know all breasts are differents, and the breast perimeter don't say a lot about the good size, but I guess if yours is 6 cm bigger than mine, the 28GG may be too small for you.Updated on February 9, 2013 Flag this

I also have a wide root and not a lot of projection. I think our big difference in shape is you say your breasts are separate but mine are close together. I think it is a very good thing for the elegance bra to have separate boobs. As I said before, I'm not a fitting expert, so I can share my experience with this bra and try to compare with you, but I can't do much more, sorry. :)

I'm no expert either but I think what Galactica says sounds sound. Maybe you could try the bra in 28GG and 28H to compare? :)
I think it would be good if the bra got a little further back and higher in the armpits and also of course bigger in the front. I also think it's a good bra model for your boobs.
I'm also wide and shallow so just check one of my pet peeves; if the wires are comparable to the shape of your boobs in the bottom. Otherwise you might end up with orange in a glass even if the cup shape and size is right. So it can be good to know why a bra folds in the bottom and so on :)

more that 2 cups bigger will be a problem under the arm, because the wire will become very high and long. if it still doesnt fit in 28GG, it may be the wrong bra shape for you.
Good to know. It's hard to figure out what works since I have a wide root but a good portion of that perimeter measurement doesn't project much. The pictures of my Moulin Rose show better where the wire needs to be: http://www.bratabase.com/browse/bravissimo/moulin-rose-au24/28G/#
