Issue resolved
I have to get a smaller band and bigger cup.
Original problem
My boobs seem way too big for this bra, yet the bottom of the cup is empty.

helpfulI mostly agree with overdoll, but a 28G sounds like it would still be too small. What is your bust measurement?

Hm, I meant measurement around bust at fullest point (sorry I wasn't clear). From the pictures, it really looks like you'd need a 28GG/30G. But you could always start witha 30FF and see how that fits. :)

helpfulIt sounds like orange-in-a-glass effect. (http://www.bratabase.com/knowledge/orange-in-a-glass/) Especially since you're saying the wires seem to be cutting into your breast tissue. I think you'd do well in a larger cup size and smaller band as well, but also aim for a brand with wider wires, perhaps Panache or Curvy Kate.
Since you're spilling out of this 32E and based on your ribcage, maybe aim for a 28G.

I didn't know about the orange in a glass effect, makes sense. I couldn't figure out why I was spilling out of the top, but not fitting into the bottom.

helpfulYep, you are correct, the cup is indeed to small even though you can't fill the bottom of the cups. You might want to post a back picture so we can give you more advice.
Be happy that the bottom is not filled, since it usually means your breast shape is firm rather than bottom heavy. Or it means that the bra is just too low since it can't hold the bottom properly.

I tried a couple of bra calculators, and they suggested 30FF, so I just bought a Cleo Natasha in that size and am waiting for it to come in the mail. Some of my EM 70Es fits and bratabase suggests 30F or 30E due to having the same measurements. Problem is that I'm still nursing so my measurements seem to fluctuate hourly!
Here are my measurements:
Ribcage: 71
Breast: 28
Nip to neck: 21
