The straps need to be shorter, but not before altering the straps to make the arm hole bigger. Thank everyone!
Original problem
I just got this bra today and it was pretty cheap, so I'm honestly willing to attempt to alter it in any way possible.
I have this bra in a 38F and there were major fit issues-- the gore was nowhere near my chest, and the band, although a 38, was so incredibly tight that I could hardly breathe in it. No good. So I bumped up to a 40 band thinking that the band just ran tight and up two cup volumes.
I consider my breasts soft, narrow, separate, and bottom heavy, so it's really no surprise that I'm having trouble filling the top of these cups. Also, the band still feels tight, even after swooping and scooping. I feel like no matter how much I swoop and scoop, my breasts are too soft to stay in place. I also feel like the wires are touching my back, which isn't good.
Would it be worth trying to alter, or should I give up on this bra all together?

helpfulWhat happens when you shorten the straps a LOT? It looks like that could possibly help with some of the issues. Did you try that yet?

helpfulI don't think it looks like it's really a volume issue here, more that the straps needs to be shortened, but your arm "is in the way" (nothing badly meant here, I get this fit issue all the time). You say you can't shorten the straps more because the bra cuts into the arm. When the bra cuts into the arm, the arm is forcing the cup to tip forward leaving more volume in the cup than there really is.
If you are willing to do alterations this alteration (moving the straps, including making the armhole bigger and rounder):

No offense taken! :D Afyer trying the bra on again this morning and tightening the straps just a tiny bit more I understand how the top of the bra fit changes. I'm definitely going to look into tutorial, perhaps make it my weekend project. :P Thank you!

I did try that. In the pictures they are shortened to the point where they are almost digging in. Anything shorter and it is quite painful.
