Issue resolved
I trimmed the wrinkling fabric off the top of the bra.
Original problem
I fill out the bottom of the bra well enough. With the straps off and the hook on the tightest one (since it's 2 bands too big but I don't have much of a choice atm, you can see that there's no gapping at the molded part of the bra, save for the bottom, which I poked about to check if it was space or the fabric (I felt boob, so I'm not sure still). However, the fact that the non-molded/padded part of the bra wrinkles bothers me. I can't tell if it's because this style would fit someone fuller on top better, the placement of the straps (I tried pulling the cup up from the middle and that looked better) or I should go a cup down.
I tried putting a cutlet in to see if padding it out that way would make it any better, but it seemed to make the wrinkling worse. Meh.
The bra's 28DD and I should ideally be wearing 24F. So I know it's still too big for me in the band, and it doesn't run small either.

helpfulI have a M&S bra with the same cut here, I think the cut simply doesn't suit your breastshape. You have shallow breasts.
This bra however is cut like a fullcup, a shape that usually suits breasts that are deep and narrow, a shape which can commonly be found in much larger sizes (above 34F). You can see this from the side, it looks kinda pointy. This bra is simply too deep for you and the rim closes too soon. It collides with your breast and wrinkles.
My suggestion for what to do with this bra: lengthen the straps and let them down like you did in the last picture. Jump up and down (jumping jacks) and see whether the bra moves or your boobs fall out. If everything stays in place, remove the straps and the upper mesh part of the cup. Voila, congrats on you new strapless.
As for the future, go for (padded) halfcups like the Curvy Kate Tease Me, Masquerade Rhea, Cleo Juna, ....

Well, just trimming the mesh part and keeping the straps would also work, but I like the idea of a strapless better. :D
If trimming the mesh away works, you could go for the other M%S bras with this cut. I think I have one listed, just cannot remember at the moment whether it was 28D or 28DD.

A strapless would be nice to have... <3
I think it looks better now :D

helpfulYou say that the band is too big. Could you get a partner in crime to pull the band together and see if that changes things?
I also wonder whether you are scooping adequately. You know, lean forward, ensure your breasts are entirely within the cups, then stand up and reach back to pull as much squishy tissue as you can back into the cups. If you've been wearing the wrong size bra for a long time, you probably have a lot of migrated breast tissue.

I hooked it on the tightest hook. On the tightest, I can only pull it about 2 inches away (might be because I'm weak though, so I will see about that). I will ask husband to help me pull on it tonight :D Or I can try it with a Rixie clip to see if that changes things.

Also, I'm pretty sure I swoop and scooped adequately. I'm hoping it might just be needing to retrain my breast tissue? I've been wearing 32As for the longest time.

helpfulThe cups look too big on you, both at the top and the bottom. You should probably try a smaller size in this style.

that might be the case! I altered the gore, and while that meant filling in the bottoms WAY better, there was a heckuva lot of gapping up top!

My nipple don't leave the cup (which I equate to falling out) and the tissue just kinda jiggles and settles right back in when I land, so I guess I have a new strapless bra XD I was also thinking maybe just trimming away the mesh part and keeping the straps. ta-dah, really low-cut half-cup!
I will keep those bras in mind! :D
