Cup is the wrong shape for me.
Original problem
The band fits fine but the cup wrinkles along the side. There is not much gapping at the top of the cup. I did swoop and scoop into the cup. Does this mean the cup is too large?

there are three possibilities here. Either it is really too big, or it is too small or it does not fit your shape.
I think it does not fit your shape, bc from the look of it you got shallow breasts.

This is a very common shape in your size range. In this case the unpadded balconette you got here is simply cut too deep. It has too much fabric for your breasts. I think you would do better with the Cleo Lucy. The Cleo bras are proven to work with shallow breasts.
With shallow breasts the best way to determine the size is by wire width. If the wires fit, but the cup is wrinkly, the size is right but you need a different, shallower cut.
To figure out the other possibilities - too big or too small we would need to know how the 28DD and the 28F fit you. Failing that, take a very good look at the wires.
Now you might find it funny, that I say the the bra is too small when it has so many wrinkles, but the issue could be here that you are looking at an orange-in-a-glass. If the root of your breasts is slightly wider than the wires, your boobs cannot get properly into the cup. They get stuck outside and the cup looks too large when it is actually too small. The best way to test this is to try the same bra one cupsize up. Since you do not have the 28F, check the wires. Do they sit on breast tissue? Even slightly?
If the bra is too big, the wires should be too wide for you too. In this case you could try this bra in 28DD and hope the wires are not too narrow in this size.

Thank you! I think you're right about it not being the right shape. I got another Flirtelle (forget which one) in an F cup that was just clearly too big in the same purchase (trying to figure out my size/style/brand, so got a few). So it's not too big. I don't currently have a 28DD, but will look into getting some when I exchange the ones I just bought.
