Issue resolved
Simply gave up on it. The wires are too wide, and it's just the wrong shape for me.
Original problem
I think the cups are a smidge too small. The underwire also digs a wee bit, so I bent it and it kinda feels better, but not really. The center gore kinda lifts, but not dramatically. Is it the shape of the bra? Are the cups really too small (style runs small?)?
What are your suggestions? I can't return the bra since it's been more than 14 days since date of sale, so I'm considering keeping it, but is it too bad and potentially damaging, or okay til I can get another bra?
EDIT: The wires are too wide on me. I took in the center gore about an inch, and the cups filled out much better, the quadboobing went away... however,there's still all that empty space at the bottom? What's the deal?
Also, pretty sure I'm NOT wearing the bra too low. I place the wire at the crease of my boob and chest (y'know what I mean?) and the underwire marks are usually ON my boob, and I still get that empty bottom look.

Panache does tend to have shallow, wide (and wide-set) cups. Maybe look more at Freya or even some Cleos?

Possible explanation; (Thanks to MilkAndHoney for this explanation); Round rib cage, flat wires. The wires will tilt until they find a stable position. They might wander down because the rib cage curves more than the bottom crease of the breast so the wires will like to settle in a lower position.
It's a kind of orange in a glass as far as I see it, only not in the way that the breast is necessarily too big but the rib cage are bigger.
So sizing up might help, but it seems at the same time that maybe size up and use narrower wires works better, because boobs looking shallow are seldom smaller, it just has the volume distributed in a different way.

Another explanation for empty space in the bottom of the cups is that this bra is shallow in the bottom while you are not, which is the typical orange in a glass :)
A lot of Panache bras is cut with a shallow bottom btw :)

yep - bend the wires and pull them up in the crease - you should also shorten the straps!!!
Taking in the gore a bit is also an option that would somewhat improve the fit - more space on top, wires would sit better in the crease. -
To all you ladies: I forgot to mention, I bent the wires just before trying the bra on.
NeverTookHome- I was worried that the Freyas might be too stretchy in the band for a 24 ribcage?
Eliza- ayiieee :/ what bras are cut deeper in the bottom but not so closed up top?
Vlatka- shortening the straps make the straps dig in and the cup lift... I tried that too while wearing it yesterday and the underwire marks ended up ON the boob :( Also, this was with the gore taken in some more, which fixed the quadboobing but not the empty space at the bottom and terrible, terrible digging into my ribcage and boob.

Hmm, I'll go check those Cleos out. I tried taking the center gore in by 1-2 inches on a similar M&S bra (same wire length) and while I stopped getting quadboob and had the semblance of cleavage, the wires were still ending about half an inch after my breast tissue did.

Confetti is kind of known for its wide wires so anything will probably be better if you want narrower wires :)

I'd say keep playing with the strap adjustment until you get it right. On the picture wires seem to be adjusted too long and the bra really is sitting too low on chest. Maybe it needs some times setteling in and getting used to.
Now, freya I do think will be too loose in the band for you. Cleo imo might be even too deep for you/too big on top. You might want to give panache andorra a try and some bravissimo halfcups maybe :) I actually think bravissimo wires and tight bands might work best for you -
Vlatka- I listed the bra, I give up on it. I've been playing with it all night and basting and rebasting the center gore, adjusting the straps like crazy and no luck XD I think I will go for the bravissimo halfcups, Harmony counts, right?

Harmony doesnt count :) firstly it's panache bra, secondly the cut is balcony and it's the closest thing to confetti out there :) so after seeing this one, You should probably avoid harmony :) i'll digg around and put up some links :)

All three bras are known to run tight in the band. I would also suggest the curvy kate showgirl range, however it's quite loose in the band :/

Also, tmaia recommended against the Arianna, she says it bites in on everyone who posted it here to bratabase... I might still give it a shot though. It's so pretty 3
I was thinking about risking it with the curvy kates if I'm 100% sure the wires fit me, since I'm pretty sure I can do an alteration just fine. And I think I can use rixie clips with those if they aren't 3-hooks...

helpfulI would have to agree with NeverTookHomeEc... It looks like you are wearing your bra too low.... See if you can shift your breasts into the bottom of the cup better, and make sure that your wires are sitting flush under your boobs.

I have tried, and it just makes my boob escape the cup entirely. The height at which I already wear the bra (same as in the picture) has the wires making marks directly on my breast tissue. I feel like my boob shifts too much in the cup when I move :(

I tried pulling the band up, but at that point my breast starts to escape the bottom of the cup AND there is still space there.
