Thank for all the suggestions. I doubt I'll be bra shopping for a while but when I do I'll try to find a place where I can try different sizes on in person and be on the look out for brands with higher wires.
I guess in the meanwhile I'm settling for 'good enough'. Which as long as it's comfortable I can do.
Original problem
Well my issue isn't with this bra in particular, it something that happens with most of my bras.
It seems to fit. The band is snug. The wires cup my breasts perfect. And the tissue fits inside perfectly when I'm stand up straight.
But then I have all this fat at my armpit, I can pull it into the cup but then I'm popping out. And if I go up a cup size it doesn't stay in throughout the day.
The lump on my back is also something that's only started since wearing tighter bands. I really don't think they're too tight because I find them comfortable. (This bra is brand new so it's a little snugger right now.) If I go up a size I find they will shift around on my body.
And if I try a bigger size, what if the wire doesn't fit?

Hold the tissue in place by keeping the arms down and stand up. I'm very sure you will spill over. This happens because your bra is too small and you have a wider root than those cups. You cannot scope more because the cups are too small. You already do have quadboob.
When we have a wide root the boobs can give a "false fit" in the front, seeming smaller than they are, so we simply cut the root under the armpit off and have fat all over our armpits and backs instead.
Just wider and higher wires won't help. Because the cups won't give room for the tissue. To get room you need to size up.
Sizing up will give you the higher and wider wires you need and you'll be able to hold the tissue better.
Also I think you should avoid bras with partial bands or wires sitting below the level of the band in the front. You need higher wires because you have a longer torso and therefore the distance between your underbust line and the armpits are longer than on a person with a shorter torso. http://www.bralessinbrasil.com/2012/07/torso-length-height-underarm-fit-and.html

helpfulThis happens to me with EM bras.
What I would suggest is trying bras with either wider wires or taller ones. If you want to stick with Cleo bras, I would suggest trying a 30GG. You might find that you would want a tighter band and bigger cup. The tighter band will keep the wires in place, and will pull them wider....but you need a bigger cup.
The reality is, is that if you scoop and swoop and have double boob, you need a bigger cup size. If it doesn't stay in, then try a smaller band or a style with different wires.

helpfulI think you might want to go up a cup size or two. I do see some quadraboob, especially with your left breast.
If you feel like the cups are too high and/or deep in a larger cup size, then you might want to try a style with wider wires

helpfulHaving tried on Cleo bras and having had that same problem in the wrong size, I'd suggest you try this in a 32GG. The "fat" under your arms looks more like breast tissue and the cup looks one or two sizes too small even without adjusting (i.e. "swooping and scooping") the "fat".
The band looks fine... honestly, I think the "lump" is mostly due to the way you're twisting to take the photo. I've discovered a few things about the perils of taking photos.
