Issue resolved
I have to wear the bra higher and get bigger cups.
Original problem
One cup fits, the other doesn't. It's a 32E, I'm considering trying a 30FF, though I know that I'll probably have to use chicken filets.

helpfulFirst order of business; you are wearing the cups much too low! The underwire is resting almost an inch under your breast. Pull it up until the underwire is right at the crease of your bust. This will definitely change how the cups fit, for better or worse you'll have to see.
If you can't get them that high you need wider wires/bigger cups. Gaps like that can be an indication of orange in a glass effect. http://www.bratabase.com/knowledge/orange-in-a-glass/ If you can get it up but the bra slips down again, you may need a tighter band.
Either way, you are probably correct in needing a bigger cup size, but if pulling the bra up solves your problem, great!

Ok, I will definitely pull the cups up. Maybe that's why all my bands seem to not have enough length :/

Too small of cups can also make your bands feel too tight. To check if that's the case, put your bra on backwards so your cups are at your back and band under your breasts. This will let you feel how just the band itself feels, and you can judge whether your band is too tight, too loose, or just right from that.
If it really stretches to 28.7 and your underbust is 28 I'd say the band is just fine, but it really depends on your comfort, how much padding you have on your ribcage, and whether you're getting enough support from the band or not.

Maybe because the cups are small it makes the band feel big?
