Issue resolved
Confirmation of what I suspected would be my correct size. I have listed the bra for sale as it does not properly fit me.
Original problem
The bottom half of this bra fits. The top looks like it is made for someone that is 6 inches wider than I am.
The front straps want to come up from under my armpits, perpendicular to my front, splay open, and hang off my shoulder like a bad '80s Flashdance cropped sweatshirt top.
The top of the cup waffles, but the bottom fits (and may even be a little snug after a little more migration).
I know the band looks tight, but I'm really squishy and if it's not this tight, the band will ride up my back.
Any suggestions for a bra that is similarly shaped on the bottom, but with straps set about 2 inches in on each side? Every non-balconette-style bra I try on gapes horribly on top even if it fits on the bottom.

helpfulThe band is already riding up in the pictures. In general going down in band size should make the straps less further apart. (unfortunately this won't always help, and you'll usually get too wide straps from balconette styles :/ ) You can definitely afford to go down with this bra, and unless bras are known for being particularly tight (Panache Ariza and Freya Pollyanna are what comes to mind) you should be just fine with 34 bands or even 32 since you say you're squishy. Checking the bratabase band measurements should help.
I'd suggest Panache Andorra. It's a full cup, but not nearly as "full" as other full cups I've tried, plus the cups run small and tight on top which should help with the gapping on top. You should try a 32 band in that one, since the band is so stretchy. (I have a 35 inch underbust and my 32 stretched to 36 inches when I got it, and had I worn it longer I'm sure it would have stretched out further.) And then maybe a GG or H cup.
There are also those bra strap holder things that attach between the straps that I intend to try, since I too have problems with straps slipping off. (google "bra strap holder" to see what I mean)

helpfulI would suggest trying a bra like Elomi's "Rita". Rita has a built in racer back conversion hook. Which helps women who have sloping shoulders or who have issues with their straps falling. I believe Elomi's smallest band size is a 34. I would say definitely try a 34... as for the cup size I'm not quite sure...

Thanks for the suggestion. I think that style has wires that are too narrow for me. :( It seems that if the wire is more narrow, the cup placement is too close together for me. If the wire is wide, the cup placement is better for me, but the straps are usually too far apart.
Mostly I'm kind of lost because my shape works better with balconette-style or half-cup, but the straps for those bras are WAY too far apart. It's something that isn't usually solvable with a racerback clip; the band origin placement on the back is fine. It's just the FRONT placement that is off, so it cuts into my underarm. I think that's because I'm shorter?
Ugh. I'm definitely boobed out. The only positive this week is at least I know what bras DON'T fit. LOL

The band on this bra is WAY stretchy, but the elastic is thinner? So when it stretches, the bottom of the band kind of cuts in. When I first got it and tried it on, I felt comfortable using the smallest setting. (For the pictures and sw/scooping I used the largest setting.)
I think if I go down in band size, I will have to go way up in cup... I will have to see after I make a trek to a Nordstrom's. There isn't one around here, but there is one by where some family live. I'll go when I visit them. I think there also is an Intimacy near them.
I'll keep an eye on the Andorra. I have what some would call "shallow" breasts, but I call them "short." Around the fullest part they measure a lot more than the cup size that so far they fit into, because the fullest part of my boob is not that tall? I think that's why I usually gape on top. I will try to find some Panaches to try on. There are a couple of Freyas I saw that seem like the wires are wider, proportionally. Those might work, too.
The bra strap holder thing is on my list.
