Issue resolved
Glad to know this suits me, despite the little folding on the bottom of the bra. I'm gonna keep it anyway.
Original problem
Alright, my first ever 28G bra, after all the nagging I've received from Vee (I kid, I kid)
I think this one fits me well! Except for the lower part where I think I don't quite fill up the bottom. It seems like I have folds, but when I go and check, the underwire is right beneath the root and there are no noticeable emptiness.
And I think I need to learn how to sew so that I can construct my own bra that have super high wings up to my ears and bajillion hooks. I hate seeing armpit fat
So anyway, what do you guys think?

Regarding the folds (yes, I do see them), I think the bra is a tiny bit too shallow for you in the cup. The bra pushes your tissue up, giving you this great cleavage. But at the same time the breasts take revenge and push against the rim of the cup, making it slightly fold over near the wire.
My recommendation would be to keep looking and try some other bras by Masquerade, like the Delphi or the Persia for example.

The Rhea 'buckles' easily, partly because of what t_maia explained, but also partly because of the construction: for some reason, a little bit too much tension on the wires or the slightest hint of wire tilt already causes it. You can try bending the wires to conform better to the curve of your ribcage (reduces wire tilt, if at all present), but assuming your ribcage and band measurements are correct I'm inclined to say you're wearing this thing pretty darn tight. I know it is seldom recommended, but going up a band size -- 30FF -- might give you a better (i.e. rounder) shape and reduce the wrinkling considerably.
I am really and utterly smitten with the Rhea myself, it's my most comfortable bra at the moment: I measure 69cm underbust and found I am much much happier in a 30 band.

@MilkAndHoney - Surprisingly, I don't feel it's tight. Well, it doesn't feel as tight when I wore the 28F one. This one feels firm and supportive, maybe it would be better in 30FF but for now, I'm keeping this. I'm smitten with Rhea as well! :D

helpfulOhmy, you just look splendid! And yes you and I also look similar with the boobs up in our armpit and migrated tissue just above where the straps meets. I also think sewing our own bras are the only solution to get a perfect fit.
Also I always get these folds as well. I liked t_maias explanation for it with the two forces going against each other. It sounds very sound So while you could size up you don't really need it
