Clearly just need a smaller band/bigger cup and different shape.
Original problem
I don't even know where to begin on this one. I don't like the way it cuts in in the center and the top of the cups are not full. I have to re-adjust regularly. I can't tell if the cups are too small or too big.

helpfulYour fitting issues seem somewhat similar to mine -- yay for post-baby-boobs ... -- and although I haven't found a solution yet that really seems to work for myself, I'll do my best to try and help you with this one:
Firstly, as your breasts seem quite soft, I think you'd be better off with a higher centre gore. I would suggest looking at half cups rather than plunges for the time being as they give better support and shape to soft breasts. In response to your other fitting request someone suggested the Freya Deco, but even though it is by no means sure that that one won't work, I'm not convinced it would be your best bet. In bras with a low centre gore and a plunge cut like this soft breasts tend to spill towards the centre whilst leaving the top of the cups 'empty', causing the weird effect that the cups simultaneously seem too small (cutting in along the lower part of the cup edge) and too big (gapping/empty space higher up). Half cups, at least in theory, shouldn't have those problems.
Secondly, looking at the measurements you provided, I think this band is too loose on you. Of course, if you feel comfortable in it and it doesn't ride up or otherwise move around it's absolutely fine, but I can't imagine you're getting much support from it. As I cannot take a truly tight '+0' fit myself, I always try to go for bands that stretch to about my fully inhaled underbust measurement. It depends on how 'true to size' a specific brand/model runs what the corresponding size is and even though there may certainly be a couple of bras/brands in which you can get away with a 32 band, I'm quite sure that in most you'll at least have to go down to a 30, perhaps even 28, to get a secure fit.

MilkAndHoney - Thanks so much. I was thinking that about the plunge vs half cup, but I was hoping to find some unpadded but only found a couple, but I couldn't find them in my price range. I am expecting a Freya Jolie Plunge Balcony (4101) and a Cleo Marcie (6831) in my figleaves order though I feel like they are going to be cut a little high for me, but I can't wait to find out.
Vee do you think that my breasts are shallow? I don't feel like that post describes them at all. Though I do like that blog. I will look for Chantelle on ebay. I loved my pre-baby Chantelle.

Chantelle has many lovely unpadded half cups. They start only at 32, but they actually don't run THAT large and they're easy to alter. A bit expensive though ...
Bravissimo has some unpadded half cups too -- they're quite wide and shallow and I personally don't care for the materials (very stretchy wires, very 'synthetic' feel), but the designs are lovely and they're a reasonable fit. Bands run quite small, although with the super flexible wires this doesn't really show in the measurements. The cups get flattened quite a bit though if the band is 'too' snug.
Freya has the Freya Gem ... but no other unpadded half cups? I haven't tried this one out myself, but I've been told that the half cups run slightly wider and shallower than the plunges and balconettes.
That post by Venusian Glow: I like it, but I've also come to realise that that is not how my breasts look, even though I do share some of the fitting issues. I think that my breasts for example are more like super conical versions of 'normal breasts' and I think that many soft and 'empty' breasts have similar problems: one has the root width, but not the volume, which makes finding fitting bras a nightmare as one will almost always run into the problem of too much cup volume for the appropriate wire size.
Having said all that, I personally don't think your breasts are shallow. Your body actually really looks a bit like mine and I'm guessing that in addition to soft and 'empty' breasts that act like 'conical' breasts you also have 'short' breasts, i.e. breasts with root that resembles a horizontal oval rather than a circle. This adds to the challenge of finding fitting bras as many bras will simply be too 'tall'. Again, shallow-ish half cups should, in theory, work best for that shape ...

MilkAndHoney I think you are right about my breasts being more oval than circular. Definitely going to look for chantelle and the freya gem. I looked for that one but couldn't find it in my size cheap enough someplace I can return it. I was looking at the Samanta bras on the Miss Underpinnings blog and think they look perfect if I can get the right size. The #122, #142, #242, #345 and the #351 all seem worth a try.

MilkAndHoney wrote my mind. I think 28f/ff is a good starting point and I would highly recommend any kind of halfcups you can get your hands on - freya, bravissimo, masquerade and curvy kate.
I'd also suggest looking at 30e chantelle bras, you can find those on ebay quite cheap.
Also, I think this may be a good read for you, this blog has a lot of post about this breast type and some good bra suggestions :)
