Issue resolved
Will try bras from different manufacturers with strong side panels.
Original problem
This is the closest to a well-fitting bra I've gotten... and still it doesn't fit correctly.
Main problems:
a) After I scoop and jiggle and don't move, it is fitting perfect. The moment I move my arms, the problems start.
b) Side bulge under arms / upper back after I move my arms, I think the underwire should be longer?
c) Top of the bra becomes wrinkly when the side bulge appears, it's smooth after scooping as long as I don't move!
d) Outside of the straps chafes into my arms when I move my hands forward.I don't think I can go up a cup size because I don't have enough breast tissue to fill a HH (and I spill out of GG). Is this just a wrong style? I think I'd need a bra that has even longer underwires (that come right up to my armpit) but can you get those without going up in cupsize?
Please don't recommend full-cups, I'm very full on bottom so I can never fill them properly, I look best in half-cups / balconettes / plunges (if I just would find my correct size...)

Goddess and Elomi could work? Most of their models are though full-cups that I'm not sure fit me so well :/

helpfulI think you definitely need wider wires that are longer and go higher under your armpit, Panache notoriously has wide wires so I would certainly try panache. Does it feel like your breasts are sneaking into the band? Is the band stretchy or not firm? Also maybe tighten the straps?

lupinesse Sometimes I have to wear thick bands fairly tight because my migrated tissue on my sides and back sneak from the cup to the band, but maybe that is not the case. Are the straps tight enough because the bra has little structure so the straps are going to hold the cups up.

I think what you need is a bra that has more side support. This could be from a combination of wires/cup shape and cut. In my experience, Bravissimo's bras do NOT have enough side support in their cup shapes, and as such, plus size/fuller busted women don't get the best shape and support.... I tried the Darling Heart and the Betsy Bow and I had the same problems. While the bra was the right cup size/band size, Bravissimo's wires are quite wide and low, and there's not enough firmness in the side of the cup to hold your side tissue in the right place.
You definitely have some migrated tissue, so you need a combination of wider and taller wires + side support slings to keep all of your breast tissue in the right place. I would really recommend the Panache Andorra, and the Jasmine. While they are "fuller cup" styles, they both have stretch lace that will form to your shape.
Also, keep in mind that Bravissimo runs about 1-2 cup sizes smaller than other brands, so their sizing I've found is similar to Curvy Kate, if not smaller in the cups.
You don't like full cups, so I can't really suggest anything in Elomi's range, but the Abi might work okay for you (the gore is lower). The Hermione spacer bra might also prove to be good for you. All of Elomi's bras have side support panels (4 part cup construction). If you stick to many of the Panache Superbra styles, you will probably have more luck.
The Curvy Kate Emily and/or Portia might work as well, for you.

Thank you for the suggestion, I will take a look at those. Strong side panels are indeed something I think I need - the outer edge of my breast root continues to my armpit and the optimal bra structure would push the tissue front and forward, since now when I think about it, Rococo Charm kinda squashes it against the sides. I'm just bit suspicious about fuller cup models, because the usual story is that there's either quadboob + orange-in-a-glass -effect or if I fill the bottom well, the top is gaping. I'm not saying I dislike full-cups per sé, it's just I never seem to fill them properly. Shapewise my favourite bras have been Fauve Lucia and Fauve Celine, which are both half-cups - I own them in wrong size though (38F/FF) from the time I didn't yet know the proper scooping and swooping technique. I also like Freya Carly shapewise, though it doesn't come over G cup :/

Hmm, what do you mean by "sneaking into the band"? The band fits good, I'm wearing on the loosest hook since it's fairly new bra. I do measure closer to 38 but I wear 36 since the fat around my ribcage is very squishy. 38 bands I can wear usually straight away to the tightest hook and straps are falling off my shoulders, so they feel too big. The band is not riding up, I even have problems wearing it on the days when I feel more bloated, so it should be tight enough. The straps are adjusted, if I wore them any more tighter they'd be digging into my shoulders.
