Issue resolved
After several months of wearing bras in the proper size I seem to have "outgrown" my Porcelain. I will try a Porcelain bra in a 28F, in addition to trying the Freya Deco t-shirt bra.
Original problem
This feels like it fits with the exception of the straps being too wide. However, it doesn't look very good under my shirts. There is definitely something wrong about the fit, but I'm not sure if it's the cups, band, straps, or what. I feel like the whole bra pulls my breasts downward, smashes them, and cuts them in half, yet the cups are filled comfortably. It feels good but looks kinda bad.

helpfulIt looks like the cups are too small for you. Based on your measurements, I'd suggest trying a 28F if you try it in a different size and you still get that the same issue it might be that the cut of this bra might just be too tight on top for you and that's why it's cutting in and dragging your boobs down. I can't wear this bra myself in any size for this reason.

helpfulThat bra looks waayyy too small, and the shape is all wrong! You need at least a cup size up, but that specific bra probably won't work for you - you need something more open on top to accomodate your fullness higher up.

helpfulI would try a half cup in a 28 F or FF with a narrow center gore or a plunge. Not only is this bra too tight on top but it's too separate for your boobs. Maybe try a deco in 28 DD or F (they run large), it has a low center core so it won't cut in to your breast tissue.

I'm at that stage where I still suspect I might be delusional in wearing a DD...I'd never even heard of an F! Is there an "E" size cup? I looked at the Deco and I think you are right on the money for a T-shirt bra. I have a couple of Freya plunge bras that seem to fit well but I had the Panache Porcelain for quite a while before I found these. Thank you so very much for your help!

helpfulI think the Panache Porcelain is fairly shallow and has the rim at the top that is not all that open. I think those 2 things might contribute to problems with fit. However I would also agree based on your measurements that you may need a larger cup(around a 28F/FF). Because of the shallowness of this bra many ladies do need to size up in the cup from their usual size anyway. The strap issue looks like its too wide set for you as you mentioned.

It's strange about that "rim" on the top that you mention. Of course, I thought it was me. I have a Panache Tango II Balconnet, which seems to fit comfortably, that I thought had the same shape cups as the Porcelain, but even if they are the same some detail in each design causes both bras to fit differently on my body. The Tango straps don't bother me either, so I guess I was wrong thinking they were the same shape. Do you suppose a larger cup would accommodate for the tight "rims"? Thank you so much for you help!

To some degree it may do.. I guess it depends on your shape. Its worth a try, but you may still find you have issues due to your shape(I can't really tell whether you are Full on top, or bottom or how much depth you need). If you try the larger cup and still have issues with the rim, then I would say the shape is just not compatible with your shape. I have the porcelain and I can't really size up as they don't make the size I would need. But I have issues with the shallowness of it and the wires slide down and don't sit where they should.
I don't have the Tango, but from what I know it is definitely deeper in the cup and narrower wires.. so yeah not really the same. If you like the tango, you might be able to do some comparisons on here to other bras to find a similar fit. I believe the new Panache Idina is based on the tango II frame.

Is 28F the next cup size up from DD? It "feels" like I'm all in the cups but I caught "quadro-boob" when inspecting my reflection in shop windows while walking on the sidewalk. With the bra on I looked at myself from the front only and it looked like it fit well. It wasn't until after I took the side and angle pictures of myself that I realized why this bra doesn't look so great under my shirts. It looks strange from the side! This was one of the first bras I bought in "proper" sizing, so it may have fit a few months ago, however, I think my breast tissue has begun reshaping itself, because several bras I thought fit suddenly seem to be squishing me.
