Issue resolved
Now I can say what is my correct size and where I made mistake while measuring and purchasing my bra.
Original problem
this bra does not sit flat on the chest.I am confused if underwire is more comfortable than non wired ones.I have never tried underwired thinking it might hurt under the breast.

helpfulIn a non-wired bra, the central gore never sits flat (on a larger bust at least). The cups of this bra are definitely too small for you and it looks like the band may be too big as well as it appears to be riding up. Under-wired bras can be very comfortable if you wear the correct size

I think it's more: You need bigger cups and a less stretchy band.
I think 36 bands (in general) will still work for you as long as they don't stretch way too much like this one does, especially if you're doing non-wired bras.

Jillsas , yep I see she's 91 cm and the band stretches to 99 cm. Unstretched is 78. That's a lot of stretching. She can either go down a band size so it doesn't stretch so much or get a tighter band.

helpfulYou will get much better support out of a bigger cup with an underwire. Looking at your measurements, try an underwire in a 36DD. You might have to try a couple different cup sizes to find the one that's right for your breast volume. Depending on how tight the tape was when you measured your rib cage, you might also try going down to a 34 band, but remember when you do that, you have to go up a cup size.
I know that seems like a big jump, but that bra is stretchy enough that its been accommodating your breasts without giving you any support. I spent years in similar bras thinking I was a 36B before I realized I actually had larger breasts!
Underwires may take some getting used to, but they certainly shouldn't hurt. If nothing else,there is certainly no harm in trying on a few, right? You will like your breasts so much better when you are in a bra that fits and supports properly. Soft cup bras have their place, but for larger breasts they really do have to be specially designed.

She does measure 36 under. You do realize that right?
