I've gone down a cup size.
Original problem
So this is the second bra I got from Nordstrom's to try. It fits nicely, but the cups are too big. Should I go down one or two sizes on this? Do you have any other suggestions?

helpfulGo down one cup size. I can't find the comparison I made between the deco FF and F... but I had about an equal amount of gape as you have in these pics with the FF and the F fits fine.

helpfulHi! I hope my suggestion helps you... Honestly, I think you should go down in the band size. You measure 31.5 on your ribcage and you're wearing a 32 band size in this bra. I think you should try a 30 G and see if the shorter band takes up the slack in the cups. In one picture it looks like the straps have been shortened immensely and that's where you're getting your support from. Try a smaller band but keep the cup size the same, scoop everything in and adjust the straps as necessary.

helpfulYes, I have this bra and it runs big. I agree with these suggestions, but I've also heard that this bra just won't tack (my experience too).

helpfulI tried this bra also in 32G with similar problem a few months ago - returned it, have been hesitant to try another size. You have very similar measurements as mine, except my breast perimeter is about 1" less than yours. The straps were far apart and top cups gapped but filled out bottom and side. So I would agree that maybe try a 30 band and/or one cup smaller. If still doesn't fit well could just be the wrong shape. Hard to tell what shape you are, but I've heard Deco is better if you have fullness on top (I don't really).
