Issue resolved
Thanks so much to the ladies who gave me their suggestions! I agree with the analysis that the bra was sitting too low (not right below my breasts), and also that the straps were too long. After that, and another really good swoop-and-scoop, I feel like the bra fits a lot better. The bottom of the cups have very slight wrinkles, but it isn't an issue of my not filling the bottom of the cup anymore.

Original problem
I have tried the Curvy Kate Princess in both 28FF and 28G, and am stumped! The 28G seemed to fit better, but I am continuing to lose weight, so I'm unsure if my boob size has shrunk since I tried on the 28G.
I don't feel like I could size down in this bra, and I have bottom heavy boobs. What is going on with the wrinkling in the cups on the bottom? Haaalp!

helpfulFirst sight looks like too big of cups, but try a few things first. From the third picture especially it looks like you're wearing the bra too low. Can you pull it up any higher, or are the wires already up against the breast crease? And then I see some armpit bulging in the first two pictures; have you swooped and scooped all you can into the cups?
If you do both these things and everything slides back into place, from personal experience that's a case of too loose band, but I'm not sure if that's the case here. If it is, you could try altering the band so it's smaller and then everything should stay in place that you've scooped.
If neither of these things help, then I'd say you probably need a smaller cup.

Thanks for your comment, Endless! I think that your point of the bra being worn too low was spot on, and I actually need to go back and reevaluate some of my other bras now, because I think I might have been wearing a couple of those too low now as well! (Actually, I'd bought a Cleo Lucy in 28FF that I thought didn't fit but now I think I may have just been wearing it too low on my sternum...eek!).
I did do quite a bit of scooping and swooping before the picture, however when I shortened the straps and pulled it up higher, that actually seemed to help a bit with some of the armpit issue. The band also feels more appropriately snug now, somehow.

Thank you very much, Vee! This was DEFINITELY an issue-- I've shortened the straps up a bit, and it really improved the fit.
