Issue resolved
I'm going to try the suggested bra models on in sizes 30DD and 30E. Definitely need to stick with 30" bands or smaller. Goodbye VS and just about every other local retail store – here I come online shopping!
Original problem
I bought this bra from beof (thank you, you rock!) to see how a 32E w/ a relatively tight band would fit after being fitted for 32D/30DD at Nordstroms and feeling like the cup size might still not be exactly right with either of those sizes.
The band is loose as I expected, but I'm fixing to alter it tighter. The bra isn't actually padded as the name suggests, but has "stretch lace lined cups for comfort". The cups don't seem too bad off, as I feel like the wires are wide enough, center gore seems to be good width and there's no wrinkling in the cups. Feel free to correct me if I'm wrong as I am very new to wearing a bra that actually fits.
As for the pic of my back, to me it looks like I might have some migrated breast tissue problems from wearing 36AA's for my whole life so if the band looks tight in that pic, it really is not as you can see in the picture where I'm pulling it away from my body.
Anyway, I would very much appreciate if the nice folks at Bratabase could help me determine what size bra I should try and order, as it is very hard try try on smaller than 32 band bras where I live. Thank you!

helpfulIt's hard to say, but it seems your shape looks quite similar to mine and the measurements you posted are close. I have many altered bras, but I'm FINALLY getting the hang of ordering the right size in the right style...it's taken several months.
You could try a 30DD, which will probably give you an "Oooo la la" push-up effect. If you don't want the extra lift, then I'm guessing a 30E would be best. I don't know how much "padding" is in your cups, but sometimes padding gets thicker with bigger cupsizes, doesn't it? More padding will just "mush" you, I think. In your picture the DD cups seem to fit well, but it's obvious by the way the cups sit on your breasts that the band is too big. In my experience Alegro bras run loose and stretchy in the bands, but quite small in the cups, so I don't think you should bother trying a D cup, and I think 30 is the smallest band they make... If you want you can look at the pics I've posted to see how smaller bands look on similar bras. I don't wear padded bras usually, but the Alegro bra you're wearing looks like it may be shaped a little like the Panache Porcelain Viva, which I have in 30D, or the Just Peachy Trellis Balconette which I have in 30DD.
I recently embarked on this "journey" as well and when I even think the bras I used to wear (I've thrown them all in the trash) I can't believe what I "thought" was a bra that fits! (I was either smushed into flat sagginess or so quadra-boobed I looked like the quadras were bigger than the boobs. I have yet to physically see a size 30 band in any stores near me, even Nordstrom and Barneys, but I've had great luck with buying excellent bras online. Most online retailers I've encountered are very understanding when it comes to returning bras...however, when you do a lot of research (here) before purchasing you probably won't have to worry about returns!

I will definitely check out the bras you suggested and hopefully I can find them for reasonable price online. Haha, I love the "ooo lala" push-up suggestion. Would be good to own at least one bra that would do that, right? ;)
PS. This bra in the picture isn't actually padded but has "stretch lace lined cups for comfort", so the name is misleading.
