Issue resolved
Thanks much everyone. I'll pick up one of each size to see what fits best.
Original problem
Band too big. Cups too small? Last four pictures (clothes pin)are the bra unmodified. First three are with band taken in to equal 27-28in stretched. Sorry about the angle of the back pictures my mirrors taller then me.
In case it matters.
Underbust is 26 breaking tight, 27 snug 28 relaxed
Fullbust is 34.5 standing 35 leaning.

Talk about too small! 28FF and 30F are probably closer to what you need, since the 34C looks two cups too small and your breast perimeter matches the cup depth of that size range.

28F would be enough by my calculations, 30e if you'd prefer your bands looser.
