Issue resolved
Thank you to the various people that pointed out the straps too wide as the culprit. As I am afraid to alter a bra, I will be returning it, but it's nice to know that the cup would fit otherwise.
Original problem
I'm struggling whether the cup is too big, or if this is just what this bra does due to the construction and/or frills? Will going down a cup help? Is the style just not for me? Other tricks to maybe make it lay flat? I'm trying to decide if I should exchange it or make it work. I guess I'm sick of buying bras, thinking they fit, and then deciding that they don't actually fit a few weeks down the road. Let me know if you want more pictures or want me to try certain things.

helpfulI think the problem might be that the straps are set too wide for you The Tease Me seems to have very wide-set straps to begin with, and I think that may be what's causing the problem for you.

helpfulWhile certainly not a great solution, I came up with a way to make mine fit a little better, by putting some extra padding in the bottom of the cups. Since it's a balconette, it gives some really nice upward lift and shape.
Or, for something a little more drastic, if you or someone you know has any experience with sewing, you can move the straps further inward to better fit your shoulders. Don't know how much that would help, as it seems that this bra is designed more for women who are full on top, but it's worth a shot. You could also try taking in or gathering (running a loose stitch and pulling the fabric along it so that it wrinkles a bit and gets shorter) the top of the cups. Hope this helps, cause I know I don't have to tell you how beautiful the bra is.

helpfulTo me the wires look to wide for you shape and the wide set straps accentuate that fact and cause the cups to pucker out. I think a smaller band with narrower cups would help a lot, but based on the measurements you provided I'm not sure that would be possible. I have similar problems with finding cups that aren't too wide while maintaining a band that's not too tight.

helpfulHonestly, I feel like the Tease Me was never meant to be anything more than a bedroom bra. The fit seems ok on this, but you couldn't wear it under t shirts or anything because of how the rim of the cup stands away from the body. If you're looking for a bedroom bra, either keep this one or size down for crazy cleavage, but if you were hoping for an everyday bra I don't think the Tease Me is it.

Sorry for the late reply. I tried tugging in those places and it seems to help. However, I'm scared to alter a bra, and I'll be returning it.
