Original problem
I'm not sure if I need to go a cup size down with this bra or if it's just the wrong shape for me. What do you think?

helpfulThere doesn't seem to be any change in wire width going down a cup-size in this bra (and only minimal change going down two), so if that was a major problem then sizing down won't help.
Looks like the cup is about 1.5 cm less deep on a 28FF. If you don't care about the cups being too wide, try pulling the cup tighter by about a finger's width to get an idea how tightly the smaller size might fit.

helpfulThis kind of reminds of how it looks on me. To look spectactular in this you either need low enough nipples to go a size too small in the cups or you need to have extreme top fullness.

helpfulThe Rhea is better for full-on-top shapes and you look more full-on-bottom. I'm not sure from the photos, but there appears to be a tiny amount of wrinkling at the bottom of the cups, indicating that there is not enough immediate projection at the bottom of the cups for you. If you sized down to eliminate the gaping on top, there would probably be more wrinkling in the bottom because the bottom of the cup would be too small.
Have you tried anything in the Cleo Alexa/Melissa/Meg family? If you found the wires of the Rhea to be comfortable, these might work out better since they are for more projected, as opposed to shallow, shapes.

Alexa and similar (they aren't sister) cuts are three part balconettes. The horizontal piece of fabric across the top gives many full-on-tops quadboob or in-cup quadboob. I'd say they're for ladies with a little more projection, not necessarily for full-on-tops. OP looks more full-on-bottom than a great fit for Rhea, but is probably closer to even fullness rather than typical full-on-bottom. The horizontal piece of fabric on the Cleo Melissa (6991) is stretchy and more forgiving across different amounts of fullness-on-top while being easier to diagnose fit problems. Cleo Lucy (5851) might be a little too shallow, however, it might be aesthetically closer to what OP prefers (not as bright) and is definitely easier to resell since it fits so many women. I feel like bands that continue under the cups are a little more stable, but that's a personal preference.
Isn't the Alexa/etc. cut way better for full-on-top, too? I'm full-on-bottom and I could not fill the top-lace in the Meg or the Natasha even a bit.
The Cleo Lucy is the (only?) bra that generally gets recommended for full-on-bottoms. Wires are still wide and it's not a heavy lifter, but I can attest that it's easier to fill out than the Alexa or the Marcie cuts.
